Background/IRC Summary:

The International Rescue Committee (IRC) is a private, non-political, non-profit, and non-religious organization. For over 90 years, we have been providing humanitarian assistance to communities affected by conflict and natural disasters in more than 40 countries. Since 2008, the IRC has been active in Myanmar, delivering humanitarian assistance in areas such as health, protection, water, and sanitation, specifically targeting families impacted by conflict and natural disasters.

Job Overview/Summary:

The position requires a personal commitment to advancing women’s issues and working on behalf of women and girls in the community. The Senior WPE Officer will be responsible for ensuring the overall GBV- Gender Based Violence response and preventing technical quality of the program and partner. He/she will contribute to the strategic planning and vision of WPE programs and ensure the continued provision of quality prevention and response services. Additionally, he/she will serve as the lead and focal point in representing village activities to donors, visitors, and external partners, as well as in coordinating special events at program sites. This position reports to the WPE Manager. This position will be based in Southeast. Through coordination, training and supervision of partner staff, the Senior WPE Officer is responsible for ensuring GBV service delivery adheres to GBV guiding principles of confidentiality, safety, non-discrimination and respect for the self-determination of GBV- Gender Based Violence survivors.

Key objectives:

Represent the IRC WPE program as a GBV- Gender Based Violence technical expert; advocate and liaise on all Gender Based Violence issues; provide technical support to partner, and/or cluster, and capacity building for Southeast humanitarian community.

With the support from WPE Manager and WPE Training Manager, coordinate, plan, and technically supervise partner staff to ensure program quality for both prevention and response

In coordination with WPE Manager, support partner staff to update referral pathways and procedures; lead coordination and advocacy efforts with health, psychosocial, security and legal service providers and community leaders; Coordinate with IRC and partner health programs to ensure quality health referrals for GBV- Gender Based Violence survivors.

Major Responsibilities:

Technical Quality and Supervision

  • Coordinate with WPE Managers and partners to lead program strategy and design at identified service locations, capacity, and local needs.
  • Together with partner staff, develop work plan, supervision plan and coaching time.
  • Develop capacity building plans for individual partner staff and community workers on both GBV response and prevention skills.
  • Provide guidance and technical support to key implementing partners through regular field monitoring visits.
  • Conduct community mapping and safety audit and oversee the village activities including house-to-house visits, information/ education sessions, and other activities as relevant.
  • Support partner to construct the safe spaces in line with IRC safe space guidance.
  • Support partner staff to provide case management and basic psychosocial activities for survivors of GBV according to the Interagency GBV Case Management Guidelines.
  • Ensure the safe space activities for women and girls are on time and track on with the indicator.
  • Support partner organizations to oversee outreach activities designed to provide communities with information on where women and girls can access GBV services.
  • Conduct GBV attitude, knowledge and skills assessments for partner staff to demonstrate the capacity.
  • Provide technical support for partner staff on using GBVIMS system.
  • Provide technical capacity building and training to keypartnerorganizations and other actors.
  • Develop, translate and printing IEC materials in coordination with partner.
  • Provide training and capacity building to other IRC andpartner departments in conjunction with department managers.
  • Ensure all training materials and plans are aligned with IRCs global and contextually adapted guidelines.
  • Compile and submit monthly activity report to WPE Manager and M&E Focal.
  • Attend meetings with partners, NGO staff or in the community on behalf of the WPE program.
  • Promote GBV Guiding Principles of safety, confidentiality, non- discrimination and respect throughout all WPE activities.
  • Ensure response work with survivors, including case management and psychosocial interventions, adheres to best-practice principles when working with survivors of GBV.
  • Supervise and support Response Officer for GBV response activities, GBV Case Coordination, and Coaching Activities and other emergency response to vulnerable women and girls.
  • Learn and Adapt IRC’s technical resources to provide technical support to Response Officer and partner staff.
  • Work together with Response Officer to adapt PSS curriculum and develop PSS workplan with partner focal.
  • Ensure that ethical and sound data collection and information management systems are in place for analysis, planning, evaluation, and advocacy including tracking the community safety analysis for advocacy and coordination purpose.
  • Ensure safe collaboration and referral between and to other agencies as necessary, particularly with cases involving minors and high-risk perpetrators.

  • Work closely with IRC operations staff to ensure timely and compliant program implementation and expenditures.
  • Ensure all activities are carried out in accordance with IRC Operational policies.
  • Other duties as assigned by the supervisor.

Minimum Qualifications:

Education:

  • Bachelor of Arts or Science in Social Science, Public Health, Nursing, Humanities or other related field, desirable.

Work Experience:

  • At least two-three years of experience in direct/indirect service provision or working in programs that focus on violence against women
  • Strong understanding of basic gender-based violence (GBV) and women’s protection concepts and an interest in reducing GBV in the community
  • Familiarity with emergency contexts and issues.
  • Strong desire to work with women and girls and address the issues.
  • Strong ability to organize work, coordinate multiple tasks, meet deadlines, work in a professional environment, work under pressure, and work within a multi-culture team.

Demonstrated Skills and Competencies:

  • Commitment to learning and taking initiative to ensure programming reflects best practices and is adapted to contextual needs.
  • Clear understanding of gender equality, human rights, and issues surrounding violence against women and girls
  • A clear knowledge of guiding principles for working with GBV survivors and the GBV case management process.
  • Commitment to reducing GBV in the community, empowering women and girls, and providing support to GBV survivors.
  • Understanding of local context, sensitivities, and needs regarding GBV issues.
  • Strong coordination and partnership skills; knowledge and best practice around partnership principles.
  • Positive and professional attitude, including the ability to lead and work well in a team setting as well as work with implementing partners
  • Demonstrated understanding of and ability to maintain confidentiality and respect for clients.
  • Knowledge and experience with community outreach and mobilization.
  • Experience facilitating training and workshops and mentoring others.

Language Skills:

  • Excellent written and oral communication skills, strong interpersonal skills.
  • Strong communication in English, fluency in Burmese and local languages preferred.
