ORGANIZATIONAL CONTEXT:

The Pacific is one of the world's most disaster-prone regions, with Pacific Island Countries and Territories (PICT) ranked among the most vulnerable in the world to natural disasters due to rising sea levels and increasing severe weather patterns caused by the effects of climate change. Given the region’s extreme exposure to a range of natural hazards, international humanitarian organizations and donors continue to play an important role in supporting preparedness in the Pacific through capacity building, technical support and planning, and by addressing response gaps when national authorities indicate that they have been overwhelmed and seek or welcome international support.

Building on its engagement in the Pacific since 2015, WFP works with Pacific governments and partners to improve capacity to reduce the risk of, prepare for and respond to disasters. This is achieved through strengthening coordination mechanisms in logistics, emergency telecommunications and food security, as well as data and cash preparedness. To achieve this, the United Nations World Food Programme (WFP) works in close collaboration with national and regional partners, including those who lead national coordination mechanisms through training and ongoing engagement and support.

To achieve this vision, WFP is seeking a qualified individual to fulfil the role of Supply Chain Officer – National Preparedness working within the Pacific Multi-Country Office (MCO) in Suva, to support regional and national emergency preparedness and response under WFP’s Multi-Country Strategic Plan (MCSP) 2023-2027.

The Supply Chain Officer – National Preparedness will work under the direct supervision of the WFP Pacific MCO Head of Logistics and Cluster Coordinator, under the PMCO operations team, as well as working closely with other emergency preparedness workstreams, including food security and emergency telecommunications.

KEY ACCOUNTABILITIES/RESPONSIBILITIES:

  • Contribute to the development and implementation of supply chain plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.

  • Provide substantive contributions to regional/country context analyses and to the management of end-to-end operational supply chain and retail networks, in support of operational supply chain challenges and operational optimization.

  • Perform analyses and detailed conceptual work putting together comprehensive reports identifying opportunities for improvement and effective operationalization of supply chain within the area of responsibility.

  • Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff for maximizing use of resources and effectiveness of supply chain operations.

  • Build and maintain productive partnerships mostly at the operational level and collaborate with counterparts in the key supply chain functions contributing to an integrated supply chain approach to food assistance and cross-functional operational alignment.

  • Build and maintain productive partnerships with supply chain counterparts amongst government and other national organizations, UN agencies, NGOs and private sector to share operational knowledge contributing to coordinated and cost-effective supply chain operations.

  • Provide technical contribution to market analysis and supply chain network mapping to inform the selection of an appropriate operation modalities to improve supply chain performance.

  • Prepare accurate, comprehensive and timely reports, dashboards and other visual materials on supply chain activities including trends to support informed decision-making and consistency of information presented to the stakeholders.

  • Guide and supervise staff, acting as a point of referral, providing training and supporting them with more complex analysis and queries.

  • Contribute to preparedness actions and support quick emergency response to deploy food and resources at the onset of the crisis.

  • Other as required.

OTHER SPECIFIC JOB REQUIREMENTS:

  • Serve as a focal point linking National Disaster Management Authorities (NDMA), National Disaster Management organisations, partner agencies and the Pacific Logistics Cluster

  • The National Logistics Preparedness Coordinator will coordinate with the NDMO’s and National Logistics Clusters to gain input and assist drive the logistics preparedness plan and activities, and support coordination needs during emergency response.

  • Update, develop, test, implement new logistics tools as required and in support of national NDMOs and national and regional response.

  • Upon request of national governments work with other WFP thematic teams to address food security and nutrition gaps resulting from supply chain breaks and in support of other national programmes requiring supply chain support (e.g. school meals).

  • Lead and support WFP’s cross-cutting themes, including gender and disability inclusion, environment and nutrition are integrated through WFP’s supply chain activities in the Pacific.

QUALIFICATIONS & EXPERIENCE REQUIRED:
 

Education: Advanced University degree preferably in project management, logistics & supply chain, international development, data management or a closely related field; or First University degree with additional years of related work experience and/or training/courses.
 

Experience: At least 5 years or more of postgraduate professional experience in a relevant field of work in project management, humanitarian development or response capacity preferably in logistics or emergency management. Demonstrated ability to effectively coordinate with government stakeholders and build local capacity.

Knowledge & Skills: Strong project management and inter-agency coordination skills. Strong writing skills developing plans, guidelines, reports, briefing documents, minutes to a professional level that can be shared with Government partners. Ability to make positive contribution in a team-based environment and work under tight deadlines.

Language: Fluency in oral and written English. Working knowledge in a Pacific Island language is desirable.
