BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The World Food Programme operates in complex and often challenging environments where timely and reliable access to information and communication technologies is critical to delivering life-saving food assistance. As digital transformation continues to shape humanitarian operations, the role of IT and Telecommunications has become increasingly vital in enabling staff to work efficiently, securely, and collaboratively across diverse locations.

Under the supervision of the Head of TEC, the IT Operations Officer plays a pivotal role in ensuring that WFP’s digital infrastructure is robust, responsive, and aligned with organizational goals. By delivering innovative and sustainable IT and Telecommunications solutions, the position supports operational excellence and contributes directly to WFP’s mission of ending hunger.

JOB PURPOSE

To deliver efficient and effective IT and Telecommunications (TC) services, contributing to sound, innovative solutions that enable staff to deliver food assistance to beneficiaries, in line with WFP’s strategy.

ACCOUNTABILITIES /RESPONSIBILITIES

- Contribute to the development of plans and budgets and manage the deployment of Technology systems aligned with business needs, in accordance with WFP corporate standards.

- Monitor and maintain IT/TC systems and networks, ensuring appropriate data security and access controls considering both local and wide area network issues; and supporting users to get maximum benefits from them.

- Contribute to technical specifications and tender documents that support the procurement of IT/TC equipment and services at minimum cost, in line with WFP rules and regulations.

- Collate and analyse data to contribute to the preparation of accurate reports on IT/TC activities, investments and costs, identifying ideas to increase cost-efficiencies where possible.

- Ensure the delivery of Technology services via a vibrate TEC Service Desk, Maintain and develop technical expertise and understanding of industry developments.

- Install and configure new computer hardware for improving and upgrading system performance; contribute to technology upgrades as required.

- Provide advice to managers and users, understanding and resolving issues, and ensuring IT policies, procedures, systems and tools are correctly applied to support them.

- Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.

- Contribute to the capability building of staff through the review and/or design of appropriate training programs aimed at developing skills/knowledge in IT and Telecommunications.

- Coordinate with other UN agencies in order to align activities and maximise possibilities of inter-agency collaboration in the field of IT and TC.

- Interact effectively with internal and external colleagues and user groups to understand their needs and provide appropriate technical support.

- Maintain the Chad Country office TEC service delivery catalogue, document changes, new services and retiring obsolete products / services.

- Coordinate and work closely with the Regional Bureau and HQ counterparts as required.

- Follow standard emergency preparedness and contingency planning practices to ensure WFP is able to maintain basic IT services and/or quickly respond and deploy resources to affected areas at the onset of a crisis.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education:  

  • Advanced University degree in computer science, information management, public administration, management or First University degree with additional years of related work experience and/or trainings/courses

Experience:

  • Minimum of 5 years or more professional experience in Information Technology and Telecommunications

Knowledge & Skills:

  • IT Infrastructure & Networking: Solid understanding of computer systems, LAN/WAN, telecommunications, and system optimization.

  • Cybersecurity & Data Protection: Knowledge of data security principles, access controls, and compliance with organizational standards.

  • IT Service Management : Experience with service desk operations and ITIL or similar frameworks.

  • Procurement & Budgeting: Ability to develop technical specifications and manage cost-effective procurement processes.

  • Competence in analyzing IT data and generating performance and cost-efficiency reports.

  •  Familiarity with contingency planning and IT readiness in crisis situations.

  • Ability to capture requirements and translate them into insights.

  • Knowledge of WFP IT Standards preferred

  • Experience with WFP tools and systems preferred

Languages:

Fluency level C in French and level B in English language
