Functional Responsibilities

Under the overall supervision of the Head of Project Unit/Chief of Operations or UNOPS PSC Global Technical Advisor, the Explosive Ordnance  Risk Education and Victim Assistance Advisor will conduct the following duties: 

A. Technical Advisory, Training, and Capacity Enhancement:

  • Provide guidance to the UNMAS and UNOPS programme on matters related to EORE and VA; 

  • Provide EORE and VA technical support and capacity enhancement opportunities to national mine action staff, implementing partners, contractors and government actors. This may include delivering specific training and quality assurance activities. 

  • Support the development of new age and gender-sensitive EORE materials for direct and indirect sessions as required.

B. Operational Coordination:

  • Provide advice and strategic guidance on EORE and VA in compliance with the Country Programme Strategy ; 

  • Develop new partnerships and maintain existing relationships with other humanitarian actors, and contribute to the EORE and VA mine action components. 

  • Liaise with the national and regional authorities on EORE and VA activities and training requests;

  • Represent UNMAS and UNOPS in technical EORE and VA forums and serve as the primary point of contact for external representation on these issues. 

C. Project and Grant Management:

  • Support the development of Call for Proposals and Statement of Works for EORE and VA activities, including indirect EORE and EORE material development;

  • Contribute to the EORE and VA strategy, or the development of a sectoral/organisational strategy, consulting with all relevant stakeholders, that outlines the needs, gaps and priorities. 

  • Support the implementing partner/contractor in the development of the strategy and consultations with stakeholders. 

  • Support the Project Unit with the oversight and  overall execution of EORE and VA grants and contracts in close collaboration with implementing partners/contractors;

  • Coordinate stakeholder meetings on EORE and VA as needed, including close collaboration with national counterparts. 

  • Provide guidance on the integration of EORE and VA across other grant and contract processes if required. 

  • Ensure duties and administrative actions are implemented according to UNOPS policy, within the scope of UN, UNMAS and UNOPS mandates, and in compliance with agreements with donors; 

D. Information Management and Reporting:

  • Maintain up-to-date statistics on Risk Education and VA achievements and support information transfer to Government databases as applicable; 

  • Provide input to proposals, internal and external reports, and any other programmatic/projects documents as required; 

  • Any other duties as requested and tasked by the Head of Project Unit/Head of Operations.


Education/Experience/Language requirements

Education
  • Advanced University Degree (Master's degree or equivalent) with a minimum of 5 years of relevant experience.

OR

  • First Level University Degree (Bachelor's degree or equivalent) with a minimum of 7 years of relevant experience.

Experience

  • Relevant experience is defined as experience in Explosive Ordnance Risk Education and/or Victim Assistance Project Management in either public or private sector organizations. 

  • A minimum of five (5) years of experience in the design and/or delivery of Victim Assistance and risk education projects in conflict or post-conflict settings is required.

  • Experience in project management is desired.

  • Experience in mine action is desired.

  • Experience in grant management, organization, and facilitation of workshops is desired.

Languages

  • Fluency in English (reading, writing, speaking) is required.

  • Fluency in other UN official languages, including French and Arabic, is desired.
