What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
The Information Communication Technology (ICT) Manager independently manages ICT infrastructure, services and staff in the ICRC & Gaza context.
Accountabilities & functional responsibilities
- Ensures that ICT infrastructure is functional, conforms to ICRC standards and local rules and regulations, and is used properly.
- Ensures that policies, rules and procedures are in place, are adapted to the local context and operational needs, and are followed by users.
- Negotiates contracts and facilities agreements with local providers and defends the ICRC’s interests.
- Ensures that communications infrastructure is installed, maintained and monitored in accordance with ICRC guidelines and policies and local conditions.
- Makes sure ICT security guidelines match operational security regulations.
- Manages and leads ICT staff.
- Anticipates users’ needs in terms of daily use and innovative solutions; ensures these solutions are integrated into the ICRC’s overall information system.
Desired profile and skills
- University degree in Information Technology (IT).
- Excellent proficiency in both written and spoken Arabic and English.
- Strong ICT knowledge, including computers, IP networks, Fortinet infrastructure, HF/VHF radio, and satellite communications.
- 3-4 years of troubleshooting experience within an ICT service area such as workplace services, telecommunications, IT support, or help desk.
- At least 2 years of experience as an ICT Specialist.
- Minimum of 2 years of people management experience.
- Prior knowledge and experience with a humanitarian organization is considered an advantage.
