Purpose
The Domestic Transport Officer assists the Domestic Transport Coordinator in coordinating the fields goods transport activity by air, sea, road, rail, and inland waterways for ICRC operations, in attributing the tasks to an internal unit whenever resources are existing (Fleet) or, in ordering the service to a commercial transport company under Frame Agreement, organizing the logistical transport of goods so that the ICRC can carry out its assistance activities.

Accountabilities & functional responsibilities
- Manages requisition orders for domestic transport, cargo handling and storage; ensures that approvals and recording are carried out according to established criteria.
- Offers internal Domestic Transports solutions by coordinating with the delegation’s transport services (Fleet Dispatcher, Air operation department,), under the supervision of the Customs Compliance Manager.
- Initiates the purchase of transport and handling services in line with the ICRC's procedures and rules on financial management, under the supervision of the Customs Compliance Manager.
- When there is no Customs Compliance Manager, raises the Scope of Work for request for quotations/request for tenders and draft the technical Evaluation of Selection Table. Initiate the tendering process in time and manage the contracts in a professional manner.
- Shares information about shipping and receiving activities. Updates the transport management software and statistical data for the unit
- Ensures that domestic transport documentation is properly processed by ICRC fleet or commercial transporters and ensures that domestic transport documents are returned after delivery by ICRC fleet or commercial transporters and archived according to local regulations.
- Initiates Transport, Handling and Lifting related claims in line with ICRC procedures and submits files to insurance companies; ensures the service ordered is delivered in a safe and cost-efficient manner.
- Ensures compliance to the Goods Distribution Practice.
- Coordinates with Clearance (Import & Export) for all movement of exempted goods. Reports to Clearance (Import &Export) any claim/incident resulting of Transport, Lifting, Handling and storage of customs duties exempted items
- Ensures that risks are mitigated by performing the controls assigned to his/her role as described in the Logistics Risk and Control Matrix.

Certifications / Education required
- University degree or technical degree in Transport or equivalent field (Logistics)/Administration.
- Excellent command (spoken and written) of English.
- Valid vehicle driving license.
- Good computer skills and ability to run specialized software.
Professional experience required
- Minimum 4 years’ professional experience in goods transportation and heavy vehicles transport.
- Minimum 4 years’ professional experience in lifting and handling.
