Through its Climate Change Division, UNEP: (i) provides cutting-edge research to support science-based decision-making on climate change, (ii) works across sectors to support the transition to a low-carbon, climate-resilient future, (iii) ensures a just transition to a carbon-neutral world by empowering communities to adapt to changing climatic conditions; and (iv) develops sustainable mechanisms to unlock financing to help countries both mitigate and adapt to climate change. The position is located in the Climate Change's Climate Technology Centre and Network (CTCN) Liaison Office at the Incheon City duty station in the Republic of Korea. Under the direct supervision of the Administrative Officer and the Director of the Climate Technology Centre, the incumbent will be responsible for the following duties:
Responsibilities
Programme-related support: • Assists in the coordination of programme/project planning and preparation work for the CTCN Liaison Office activities; monitors status of projects and receipt of relevant documentation for review and approval. • Compiles, summarizes and enters data on project delivery; drafts related status reports, identifying shortfalls in delivery, budget overruns and brings to the attention of management. • Attends meetings when required and prepares minutes, monitors follow-up activities. • Reviews project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval. • Reviews budget revisions; verifies availability of funds; ensures necessary approval and entry in computerized budget system. • Effectively and in a timely manner, liaises and interacts with colleagues and concerned parties internally and externally Administrative and logistical support: • Assists in the preparation and processing of UNEP Legal Instruments, Small Scale Funding Agreements (SSFAs); Project Cooperation Agreements (PCAs); Prepares and processes documents in UMOJA • Serves as focal point for the administrative coordination of CTCN Liaison Office implementation activities, involving extensive liaison with diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g., recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services. • Provides general office assistance; responds to complex information requests and inquiries; reviews, logs and routes incoming correspondence; sets up and maintains files/records; organizes meetings, workshops; handles routine administrative tasks, such as maintaining attendance records, assessing telephone billing, identifying office technology needs and maintenance of equipment, software and systems; etc. Processing of communications • Drafts routine correspondence, including on budget-related issues and prepares and updates periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets. • Ensures smooth and efficient information flow within the team; prepares and processes confidential information; assists in the development of office administrative systems and procedures. • Carries out quality control function for outgoing documents; proofreads and edits texts for adherence for format, grammar, punctuation and style. Manages, updates and further develops internal databases. • Receives and screens phone calls and visitors as is necessary ensuring that inquiries are routed to the responsible staff member. • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assists with visualizations and updating information material such as web pages or brochures. • Perform other duties as may be assigned.

Completion of High School diploma or equivalent is required.
Job - Specific Qualification
Additional technical training in the field of accounts/finance and administration is desirable.
Work Experience
A minimum of five (5) years of progressively responsible experience in the field of budgeting, accounting and financial administration is required. The minimum years of relevant experience is reduced to three (3) for candidates with a first-level university degree or higher. Experience within the United Nations or similar international organisations is desirable. Experience in Administration, project management and finance is desirable. Experience using Enterprise Resource Planning (ERP) systems is desirable. One (1) year or more of experience in data analytics or related area is desirable.
