The Emergency Support Department (ESD) is part of the Operations department and plays a fundamental role in responding to humanitarian emergencies. The ESD conducts exploratory and assessment missions; initiates and manages large scale emergency interventions; supports emergency interventions managed by regular desks; provides support to the organisation and existing missions in promoting and guarding emergency response capacity; and supports the management of operations in highly insecure environments. The ESD consists of a headquarters-based Emergency Desk (Edesk) with permanent staff and several associated advisors, and an Emergency Team for deployment in the field.  At MSF, we are committed to an inclusive culture that encourages and supports the diverse voices of our employees. Emergency Response Training – Country Program Implementer

 

9 months - approximately 50% working from Amsterdam/MSF office/home, 50% country program based (contract based on local salary grid of contracting office)

 

Position in the organisation

 

·Reports to the Emergency Support Manager

·Works closely with EPREP Coordinator and Learning & Development team

 

 

General objective

Contribute to improved emergency preparedness and response capacity across OCA country programs through the management and facilitation of the ‘Emergency Response Training in Country Programs' (ERT-CP) training (a newly available OCA training). The role ensures the content of the training is fully developed and that OCA has the ability to facilitate at minimum 6 trainings per year across the OCA portfolio.

 

Main responsibilities

  1. Ensure that the content of the training is fully developed, adjusting and improving where necessary

  2. Be lead facilitator for ERT-CP training trainings in Q4 2025, Q1-Q2 2026 (in conjuction with EPREP-Co)

  3. Create and train a pool of facilitators for ERT-CP by identifying facilitators, ensuring they are prepared and coached

  4. Help foster a culture of emergency preparedness and response in OCA country programs

  5. Work with L&D work to implement a system of running of ERT-CP trainings through the use of the pool of facilitators and L&D

  6. Ensure Tembo Container for ERT-CP facilitators is fully functional

  7. Improve coordination system with OCBA, OCB, OCG to intersectionally plan and implement ERT-CP in country programs

  8. Ensure with L&D advisors that there is clarity on when and how to ask for ERT-CP for field teams.

  9. If OCBA starts revision of ERT-CP early 2026: ensure OCA input of relevant advisors on revision of ERT-CP as planned / led by OCBA.

  10.  Adhoc (if not conflicting with above priorities) support the development of and co-facilitatation of other ESD trainings on emergency preparedness and response, in coordination with ESD colleagues

  11. Upon completion of the temporary position, ensure that the above objectives are completed and that the on-going facilitation and ownership of the ERT-CP is integrated in L&D, with the support of ESD

 

Candidate profile

 

  • -     Experience in operational/medical management positions: HoM/Ops Dep HOM/Medco/Dep Medco/PC/MTL.

  • -          Experience with implementation of emergency programs in OCA

  • -          Experience with facilitation of trainings/workshops.

  • -          Competencies: Planning & Organisation, Results & Quality Orientation, Service-Orientedness, Cultural Awareness, Teamwork and Cooperation,

  • -          Languages: Fluent in English essential, French and/or Arabic desirable

 

We offer

Nine month employment contract in the country of residence, based on 40 hours per week. Your exact salary will depend on relevant work experience and the local office salary grid. Other employment benefits will depend on the contracting office.
