Job Description

Since 2006, IOM has been the primary intergovernmental organization dedicated to migration in the country. It operates from offices in Beirut, North Lebanon (Tripoli), the Beqaa Valley (Chtoura), the South (Tyre), and Mount Lebanon. IOM in Lebanon has a strong record in providing humanitarian assistance to populations affected by crises, while collaborating with government counterparts to support long-term recovery efforts and enhance migration governance in the country.  

Lebanon’s crisis has led to a sharp rise in poverty and the collapse of basic services, disproportionately impacting vulnerable groups such as refugees, IDPs, and migrants as well as disadvantaged Lebanese citizen. In this context, there is a pressing need to work across the humanitarian, development, and peace nexus, providing preparedness and emergency response capacities, including cash based assistance for sudden on-set crises while improving the livelihoods of vulnerable populations to promote economic resilience while ensuring that the activity appropriately matches skilled labour supply with the existing and urgent demand for skilled workers in Lebanon and abroad, and foster community stability to facilitate an enabling environment supporting the revitalization of local economies in areas prone to inter- and intra-communal tensions, internal displacement, and irregular migration. 

 

Under the overall supervision of the ERR Senior Programme Manager in Lebanon and direct supervision of the ERR programme officer, the successful candidate will be responsible and accountable for the support in the implementation of emergency recovery and resilience projects in North & Akkar under the ERR unit at IOM Lebanon.

Responsibilities

  1. Assist in the planning, coordinating, implementing and monitoring of emergency recovery and resilience project activities. 
  2. Compile, summarize, analyse, and present data on specific project topics, highlighting key issues for decision-makers.
  3. Monitor budget implementation and propose adjustments as necessary.   
  4. Act as the focal point for administrative coordination of project implementation, liaising with internal units and external stakeholders to manage clearances and follow-ups
  5. Draft status reports, identify delivery shortfalls, and propose corrective actions. 
  6. Draft project related correspondence and prepare reports, briefing notes, graphics and statistical tables.
  7. Organize meetings, workshops and training sessions; contribute to training material development and delivery.
  8. Respond to complex information requests and maintain organized files and records.
  9. Maintain effective coordination with local authorities, UN agencies, NGOs,  donors and other relevant stakeholders. 
  10. Monitor implementing partners and report non-compliance to supervisors.
  11. Contribute to Standard Operating Procedures (SOPs), concept papers and the development of new projects. 
  12. Provide guidance and training and to other staff in the unit; may supervise other staff as assigned. 
  13. Perform other related duties as assigned.

Qualifications

Education:

  •  School diploma with six years of relevant experience; or,
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.

Experience: 

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations; 
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Required Skills

  • Ability to conduct regular field visits to monitor progress, verify activities, and identify implementation challenges, reporting findings to technical and management teams.
  • Ability to mentor junior field staff and ensure consistent application of standard operating procedures (SOPs), accountability measures, and protection principles.
  • Experience in liaising with local authorities, municipalities, community leaders, NGOs, and other stakeholders to facilitate project implementation and ensure community acceptance.
  • Experience preparing field reports, meeting minutes, activity summaries, and inputs for donor reporting and project visibility.
  • Familiarity with community engagement and participatory needs assessment methodologies, ensuring inclusivity and responsiveness to local priorities.
  • Knowledge of resilience and recovery frameworks and the ability to integrate conflict sensitivity, social cohesion, and risk reduction into programming.
  • Proven ability to coordinate day-to-day activities in the field, ensuring timely delivery of services in line with project work plans and donor requirements.
  • Strong field experience in implementing emergency recovery and resilience interventions, including the provision of basic assistance including cash, livelihoods and social stability activities.
  • Strong interpersonal and negotiation skills to manage relationships with diverse partners and beneficiaries under pressure or in politically sensitive environments.
  • Understanding of emergency response principles and post-crisis recovery in complex settings, including coordination with other humanitarian actors.
