To keep pace with growth we are looking for a Project Officer.
The position is a position with 40 h/week.
This position is only filled locally. With contractual conditions of the Cameroon country office. An expatriation is not intended.
These are your responsibilities
Project Development
- Responsible for developing project ideas, designing project frameworks, and preparing essential documents such as concept notes, logical frameworks, proposal narratives, and activity plans for budget planning.
- Identify and establish partnerships in alignment with the Country Director, Fundraising teams, and organizational initiatives.
- Collaborate with and support the Partner Portfolio team in planning and conducting partner assessments, addressing identified gaps in programmatic and governance areas.
- Facilitate the preparation and onboarding of partners through activities such as kick-off workshops, and provide detailed explanations of CBM's and donor-specific tools, processes, and reporting schedules.
Partner Capacity Building
- Organize and conduct programmatic capacity-building events and training sessions for partners.
- Assist the Country Director in conducting bi-annual or annual review meetings with multiple partners.
Project Coordination and Quality Assurance
- Coordinate with partners to ensure agreed activities are executed within the established timelines. Provide guidance on implementation issues and monitor project progress.
- Manage budget or activity change requests by aligning with partners, analyzing deviations, and coordinating with relevant divisions to ensure smooth execution.
Monitoring, Evaluation, and Learning
- Conduct monitoring visits to partners, either remotely or on-site, including pre-arrangements, development of Terms of Reference (ToRs), document reviews, stakeholder meetings, debriefs, and follow-ups on agreed actions.
- Oversee evaluations by developing ToRs, recruiting consultants, capturing and disseminating learnings, and ensuring follow-up on actions.
- Manage knowledge and learning by documenting, sharing, and representing best practices and lessons learned both internally and externally.
Reporting and Audit
- Review and finalize all programmatic and financial reports related to projects.
- Monitor activity and budget statuses to calculate forecasts and manage fund requests.
- Ensure compliance with donor requirements and organizational policies.
- Follow up on programmatic and governance-related actions identified during audits.
Compliance and Risk Management
- Identify project risks and issues, develop mitigation plans, and ensure their implementation, monitoring, and follow-up.
- Ensure implementing partners have the necessary programmatic systems, processes, and capacities to comply with CBM requirements.
- Support the implementation of partner assessment programs and governance-related recommendations and actions.
Project Administration in ERP System (PROMIS/NGO Online)
- Set up projects in the PROMIS system and ensure project-related data is updated throughout implementation and completion.
- Perform timely forecasting and budget adjustments in the system, considering unspent funds and unimplemented activities. Maintain monitoring systems and carry out required status updates, including forecasts, cost plan revisions, report uploads, and Quick Status Reviews.
Internal Alignment and External Stakeholder Management
- Ensure alignment with internal stakeholders to maintain consistency and coordination.
- Represent CBM on behalf of the Country Director and manage external stakeholder relationships as delegated.
These are your qualifications

- Education (bachelor’s degree or master’s degree) in Project Management, International Development, or equivalent.
- Experience: first experience in project management within the I/NGO sector, or equivalent.
- Project Management: Ability to plan, execute, and oversee projects, ensuring they meet objectives and are completed on time and within budget. Well versed in project management tools and methods (iPCM, Log frame, monitoring tools)
- Program Management: Skills in managing multiple programs, including coordination, monitoring, and evaluation.
- Technical Knowledge: Knowledge in specific thematic areas relevant to the organization's mission. Competence in the respective thematic area is an advantage, but a PO is not expected to be an expert in this field. POs are specialists in project management and generalists in the thematic areas.
- Data Analysis and Forecasting: Proficiency in analysing and forecasting financial and programmatic data to inform decision-making and improve program outcomes.
- Communication: Excellent written and verbal communication skills to effectively convey information to stakeholders.
- Interpersonal Skills: Strong ability to collaborate and interact with diverse groups, including team members, partners, and beneficiaries.
- Problem-Solving: Ability to identify issues and develop effective solutions.
- Budget Management: Skills in managing program budgets and ensuring financial accountability.
