Position Objective

The Head of Investigations & Integrity Governance, reporting to the Head of the Independent Integrity Unit, is responsible for ensuring effective responses to allegations of Wrongdoing, including staff misconduct and prohibited practices within GCF operations and Fund-related activities. This role also oversees the development, implementation, and review of IIU policies, formulates integrity advisories, and ensures that integrity obligations are included in GCF's legal arrangements with external partners. Additionally, the Head manages staff, achieves team performance goals aligned with IIU strategic objectives, and fosters innovation in investigations and risk mitigation strategies.

 

Purpose

Investigations:

     * Oversee the conduct of assessments and investigations into allegations of Wrongdoing, including of Prohibited Practices and Staff misconduct, in accordance with GCF Investigation Standards and international best practices, including the Guidelines of the Conference of International Investigators (CII).   

     * Develop, assess, and revise guidelines for the conduct of investigations, to include investigations policies, methodology and practice documentation.

 

Integrity Policies:

     * Oversee, in consultation and collaboration with GCF management, the drafting, implementation and review of GCF integrity policies that fall under the IIU’s remit.

     * Advise GCF internal and external stakeholders on the application of GCF integrity policies and oversee the inclusion of relevant obligations in legal arrangements which GCF concludes with external partners.

 

Integrity Risk Assessments:

     * Oversee the preparation of relevant reports and advisories to highlight to GF management internal control risks and integrity risks in Fun-related activities, identified during investigations.  

 

Engagement

     * Guide the IIU investigators in conducting investigations, using state of the art investigation methodology and technology, and in identifying trends in cases of prohibited practices.  

     * Guide the IIU integrity policy advisors in preparing new integrity policies, guidelines and advisories as required and requested, reviewing existing policies/guidelines, integrating trends identified in investigations of prohibited practices and risks identified inreports and advisories.

     * Lead collaboration with the GCF Secretariat regarding the inclusion of integrity standards in legal arrangements with accredited entities, including multilateral organizations and international finance institutions, and other external partners.  

     * In collaboration with other IIU members, develop integrity capacity-building material to ensure that internal and external stakeholders, including staff and accredited entities, adhere to GCF integrity standards.

     * Represent the IIU at GCF Board and Committee meetings and other GCF and partner events relevant for integrity matters and capacity building.

 

Delivery

     * Prioritize and plan the use of resources and budget to achieve required outputs and results in accordance with the applicable IIU strategic objectives and work programmes and budgets as approved by the Board.

 

Requirements (Education, experience, technical competencies required of the job)

Education:

     * A master’s degree in law and formal qualifications or certifications in investigations, fraud detection; formal qualification in forensic accounting is an advantage.

 

Experience:

     * Minimum of fifteen (15) years in undertaking and leading investigations of fraud and corruption at the international level and in developing and advising on integrity policies, through the management of a team;

 

Skills:

     * Excellent knowledge of fraud and misconduct investigative techniques, including financial crime, procurement, sexual exploitation and abuse, and workplace harassment investigations;

     * Strong analytical, drafting and legal skills with the ability to interpret complex legal and financial information and develop policies, guidelines and advisories;

     * Knowledge of the use of forensic digital investigation tools is an advantage;

     * Strong advocacy and liaison skills, and proven ability to communicate with peers and with GCF stakeholders;

     * Excellent command of the English language, both written and spoken; familiarity with other UN languages is an advantage.

 

Competencies:

     * High level of integrity and ability to exercise discretion in a sensitive work environment;

     * Ability to make well-reasoned judgements in complex situations;

     * Ability to work result-orientated and implement matters with flexibility;

     * Strong interpersonal skills with the ability to quickly form working relationships and gain credibility with GCF internal and external stakeholders, including Members of the Board; and

     * Proven communication skills with the ability to effectively complex integrity matters.
