Who we are?

The International Federation of Red Cross and Red Crescent Societies (IFRC) is a humanitarian organization established in Paris in 1919 after the first World War. It is the world’s largest volunteer-based humanitarian network, reaching 150 million people each year through our member National Societies. Together, we act before, during and after disasters and health emergencies to meet the needs and improve the lives of vulnerable people. What we do?

Our humanitarian work is guided by our 7 Fundamental Principles and centred on our mission “to improve the lives of vulnerable people by mobilizing the power of humanity” and focused on four core areas: promotion of the Movement’s Fundamental Principles and humanitarian values; disaster response; disaster preparedness, and health and care in the community.

 

How we do it?

The humanitarian assistance we deliver is carried out by networks of volunteers, Federation staff and Red Cross Red Crescent-National Societies. Strategy 2020 is our current guiding frameworks to deliver humanitarian assistance for the decade until the year 2020. Through its strategic aims and enabling actions we seek to organize ourselves effectively and efficiently. The three strategic aims are:

  • To save lives, protect livelihoods, and strengthen recovery from disasters and crises.
  • To enable healthy and safe living
  • To promote social inclusion and a culture of non-violence and peace

The three enabling actions are:

  • To build strong National Red Cross and Red Crescent Societies
  • To pursue Humanitarian Diplomacy to prevent and reduce vulnerability in a globalized work
  • To function effectively as the International Federation of Red Cross and Red Crescent Societies

The Regional Office for the Americas is based in Panama City, in the City of Knowledge. One of our key deliverables is to strengthen and support the National Red Cross Societies of the region to help reduce vulnerabilities, preventing and mitigating disasters, enabling communities to be more resilient and fostering a culture of peace in the region.

Job Purpose

Global Thematic Programmatic Partnership (GTPP)

As part of the implementation of the Global Thematic Programmatic Partnership (GTPP) in the Americas, the IFRC Regional Office is proposing a dedicated regional support structure to ensure the effective delivery, coordination, and oversight of this flagship initiative. The GTPP aims to significantly strengthen the institutional capacities of National Societies operating in humanitarian contexts, enabling them to lead principled, accountable, and locally driven responses to crises, in alignment with DG ECHO’s localization agenda and the broader commitments of the Grand Bargain. 

The proposed structure builds on key lessons learned from the implementation of the Pilot Programmatic Partnership (PPP), such as the absence of a clear and consolidated regional vision from the outset, the lack of dedicated programmatic support at the regional level to guide and integrate country-level activities, the limited regional budget allocation which restricted coordination and joint planning efforts, and the fact that critical profiles were not in place from the beginning of the programme, delaying the articulation and coherence of a regional approach. 

To address these gaps, the GTPP includes from the beginning a strengthened and strategically aligned regional perspective, essential not only to ensure effective oversight and coordination but also to develop and embed a regional vision from the earliest stages of country-level planning, enabling strong articulation between national activities and overarching regional ambitions.

Purpose of Consultancy

The consultancy aims to provide critical support to ensure alignment with global frameworks such as the ToC and LF of the GTPP. A central function of the Program Management consultancy is to embed sustainability across all program components, ensuring that institutional strengthening efforts are not only effective but enduring.

Working together with the IFRC regional and Country Cluster Delegation team, the consultant will be able to support the development of long-term capacity strengthening initiatives and sustainability strategies, helping National Societies move beyond project-based approaches toward transformative, locally led humanitarian action. This includes leveraging DG ECHO’s investment to attract complementary resources, strengthen national systems, and promote scalable models that can sustain impact well beyond the program cycle.

The consultant will be responsible for leading the strategic direction, coordination, and implementation of the GTPP across the Americas. This includes overseeing program coherence, quality assurance, donor engagement, and alignment with DG ECHO’s localization agenda and IFRC frameworks such as the National Society Investment Framework (NSIF). 

The consultant will ensure integration between country-level plans and regional priorities through a shared Theory of Change and Logical Framework. The role serves as a central driver of institutional strengthening and locally led humanitarian action, providing technical guidance and facilitating collaboration across IFRC Delegations, regional technical teams, and external partners.

Job Duties and Responsibilities

  • Lead the strategic and operational coordination of the GTPP, ensuring programmatic coherence, impact, and alignment with institutional strengthening and localization objectives. 
  • Ensure the development and application of a regional vision, Theory of Change, and Logical Framework that guide country-level planning and results. 
  • Coordinate with IFRC Delegations and regional technical teams (e.g., NSD, DRM, Finance, Communications, Health, CEA, Logistics) to ensure integrated, cross-sectoral support to National Societies. 
  • Prioritize and mobilize support from the network as needed to optimize cost-efficiencies and technical support at country level.
  • Guide the development of technical approaches, minimum standards, and capacity-building tools to strengthen institutional resilience and program quality. 
  • Supervise and support the Program Senior Officer in the implementation of PMER/IM systems, donor reporting, visibility, and sustainability planning. 
  • Oversee compliance with donor requirements and IFRC procedures, including financial accountability, narrative reporting, and risk mitigation. 
  • Ensure timely preparation of high-quality donor reports and updates, highlighting programmatic results and alignment with DG ECHO priorities. 
  • Engage regularly with DG ECHO and other institutional donors to maintain visibility, ensure strategic alignment, and explore opportunities for resource mobilization. 
  • Promote learning, documentation, and strategic communication of program results, leveraging evidence to influence regional dialogue on locally led action and long-term development. 
  • Facilitate coordination platforms, technical exchanges, and donor missions that contribute to peer learning, program visibility, and strategic positioning. 
  • Ensure effective financial oversight of the GTPP in close coordination with Finance, monitoring budget execution, identifying variances, and supporting timely corrective measures.  
  • Ensure alignment between programmatic delivery and financial accountability, fostering strong collaboration between relevant teams at regional and Delegation level. 
  • Lead the identification, assessment, and monitoring of programmatic and operational risks across the region and country-level activities, ensuring the implementation of appropriate mitigation measures and adherence to fiduciary and compliance standards. 
  • Assume overall accountability to the ARO GTPP Steering Committee by providing regular, high-quality updates on program progress, key risks, and critical decisions requiring SteerCo guidance or endorsement
  • Define a coordination strategy at the regional level while supporting coordination activities at the country level. Position the Red Pillar more effectively and create opportunities to develop a regional coordination framework with key local response and preparedness actors.
  • Ensure that the GTPP engagement in Venezuela is fully aligned with the National Society Investment Framework strategy and priorities, thereby optimizing results and contributing to longer-term sustainability.
  • Other support activities as required by the regional coordination team.
