The Logistics Department ensures continuity of supply chain operations and provides logistics and technical support to the MSF-OCA medical humanitarian programs conducted in the various project countries (Field Missions).

The OCA Logistics department consists of several main units, including the Amsterdam Procurement Unit (APU) and the Field Support Unit (FSU). APU is responsible for sourcing, procurement and processing the orders for supplies from some 26 project countries in accordance with the Service Level Agreements. The FSU includes a wing centered around supporting the field missions in terms of Operational Logistics and Field Supply Support and a wing focused on Technical Logistics support.

Within the Field Support Unit (FSU), the Logistic Department is looking for a: 

LSWU FSU Coordinator

Preferably based in Amsterdam or Berlin office

The Coordinator Logistics Systems Workforce Unit (LSWU) and Field Support Unit (FSU) ensures that country programs receive the best quality and availability of support, including implementation of the MSF-OCA Logistics Vision and Strategy. The scope of work in this department is a combination of technology and people and culture/workforce. The LSWU promotes connectedness between Logistics and the L&D, People and Culture, ICT, Operations & Medical Departments as well as the GIS Centre and counterparts from other OCs. 

This position reports to the Head of Operational Logistics and supervises the Advisors, Specialists and IT Project Managers. The coordinator will also have functional management lines to IT, L&D and workforce specialists. The coordinator is also expected to have a strong understanding of OCA field operations. 

For this position we are looking for a candidate with MSF (OCA) working experience because of the nature of the job. 

Main objectives

In this role you are the one making sure MSF-OCA country programs receive effective and appropriate systems (reporting, GIS) and workforce support with a proven ability to lead interdepartmental projects. 

  • Leadership and Collaboration:

  • Serving as a member of the Logistics Department Leadership Team.

  • Organizing cross-functional and organizational collaborative interactions across teams and forums.

  • Chairing OCA inter-departmental working groups.

  • Strategic Alignment: Ensuring alignment with the department’s functional strategies, including proactive follow-up on transversal themes, team member allocation, and program considerations.

  • Guideline Development: Leveraging expert knowledge to propose tailored ways of working for logistics operations in OCA country programs, ensuring alignment with other sections.

  • Monitoring and Improvement:

  • Analysing and monitoring the implementation of policies and procedures.

  • Assessing their impact on medical projects and proposing actions for improvement.

The role combines strategic leadership, operational expertise, and cross-departmental collaboration to ensure efficient logistics support for medical projects in OCA countries.

Responsibilities and activities

In this role you ensure effective team performance and logistics operations within logistics systems, workforce and exchange of information for reporting. The focus is on fostering engagement, collaboration and continuous improvement. Furthermore;

  • Resource planning and capacity allocation for country programs.

  • Policy and Procedure Management:

  • Development, guidance and implementation of policies, procedures, and tools.

  • Advising on KPIs and localizing policies to fit specific country contexts.

  • Monitoring adherence to policies by analising deviations and proposing improvements.

  • Reporting and Decision Support:

  • Providing progress reports on team objectives.

  • Analysing KPIs to support prioritization and informed decision-making.

  • Country-Specific Solutions:

  • Addressing issues, risks, and capabilities with tailored solutions.

  • Training and Development:

  • Training advisors, flying specialists, logistics coordinators, and managers.

  • Guiding change management related to systems, processes, and reporting.

  • Collaboration and Synergy:

  • Promoting constructive collaboration and knowledge sharing with stakeholders.

  • Engaging with intersectional platforms and counterparts within the MSF movement to enhance synergy, mutualization, and effectiveness of logistics processes and systems.

Candidate Profile

We are looking for an integer person who is broadly trained and experienced in the different areas of the logistics management and systems. Someone who is keen on staying connected with the country programs but enjoys and is competent at advising from ‘a distance’, through email and webinars. Someone who is eager combining technology with people and culture, picking up quality improvement projects at any stage and with a varying in scope, cooperating with a broad set of stakeholders at HQ and in country programs.

  • MSF (OCA) working experience is a must, 5+ years of experience in field logistics

  • BSc or MSc within logistics

  • Team leadership and hand on managerial skills

  • Essential computer literacy (word, excel, power point and internet), knowledge of Unifield/GIS is an advantage

  • Strong organizational and time management skills

  • Experience working in a fast paced and demanding working environment

  • Excellent knowledge of the English language, both spoken and written

  • Good knowledge of French is an advantage

  • Strong written, communication and presentation skills (also online)

  • You are enthusiastic, critical and flexible

  • Willing to travel approximately 1 or 2 times per year to the field

We are seeking a candidate with a can-do attitude and who can multitask and keep track of/able to deliver objectives. Other competencies include analytic, quality and result oriented, coaching/training.

  • A Dutch employment contract, based on 40 hours per week (100%) for one year with renewal option based on satisfactory performance appraisal. This is a permanent position

  • A gross monthly salary between € 4,875 and € 6,711 depending on relevant work experience, based on a full-time appointment.
