The Position:

As part of the implementation of the UNFPA Strategic Plan 2022-2025, the Strategic Investment Facility (SIF) has been established and managed by the UNFPA Programme Division. SIF is a concerted move to support programme countries shift from a development “funding” model to a “funding and financing” model.

In line with the goals of the Strategic Plan 2022-2025, the objective of the SIF is to support leveraging and catalyzing domestic resource mobilization by unlocking additional domestic and international public and private financing, for accelerating the implementation of the ICPD Programme of Action and achieving the three transformative results by 2030, following a ‘learning by doing’ approach.

Since 2022, the SIF has held several calls for proposals, as a consequence of which over sixty initiatives that aim to unlock financing have been funded, and some important learnings have been captured.

UNFPA is looking to conduct an external assessment of the SIF at the end of its current 2022-2025 funding cycle. The goal of the assessment is to measure early results of the SIF, and, with the recent approval of the UNFPA Strategic plan 2026-2029, produce learnings that can be integrated into the SIF’s new funding cycle.

The purpose of the position is to assess the results of the SIF to date (direct and indirect, whether intended or not) against the UNFPA SIF’s theory of change in a sample of countries in which the SIF investments have been implemented, and to provide improvement recommendations.

This will involve remote work at headquarters, regional, and (select) country levels. Initiatives supported through the SIF will be purposefully selected for in-depth assessment. The timeframe to be included spans from 2022 to the present, with a focus on learnings to be captured and integrated for the future 2026-2029 SIF funding rounds.

The consultant will work closely with the Programme Specialist, Corporate Performance, and the Strategic Planning Branch (SPB) Chief, including in planning and coordination of the assessment activities.

Duration is 45 working days (equivalent to 8 working weeks), with expected completion by no later than 31st December 2025.

Working schedule is flexible hours, with reasonable accommodation for the East Africa time zone to be expected.

1. to assess the performance of the catalytic financing initiatives funded through the SIF to date, capturing learnings, progress made and results achieved to date;

2. to assess the relevance, functional coherence, and effectiveness of the SIF facility to date;

3. to enhance theory of change of the SIF;

4. to make concrete recommendations on how to strengthen the SIF over the next strategic plan 2026-2029 period, in order for the SIF to meet its goals i.e. stimulate ‘learning by doing’ at UNFPA in areas of financing and promote the programme countries shift from a development “funding” to “funding and financing” model at UNFPA

You would be responsible for:

The consultant will be responsible for producing an assessment report of the SIF performance in 2022-2025, including:

● Develop the assessment plan, in partnership with the SIF secretariat;

● Develop assessment criteria, to meet the assessment goals ;

● Select a sample of countries for the assessment and conduct outreach for data collection as needed;

● Assess the results of the SIF intervention to date (direct and indirect, whether intended or not), against the UNFPA SIF’s theory of change in a sample of countries, and provide recommendations on:

  • Actionable improvements that can be implemented by SIF secretariat;
  • Enhancing UNFPA SIF theory of change based on the assessment findings;
  • Input to the SIF 2022-2025 results report.

● Deliver final assessment report;

● Present the assessment findings to the SIF secretariat and SPB Branch.

Qualifications:

Education:

● Advanced degree is preferred in a relevant field such as health economics, health financing, public health, public policy, business, or other relevant disciplines preferred 

Knowledge and Experience:

● At least 10 years of experience in managing evaluations and assessments in health financing, and/or the areas of gender, health, or social sciences desired;

● Recognized expertise in monitoring and evaluation, or producing independent assessments;

● Demonstrable experience in managing and conducting different types of evaluations and/or programme performance assessments in or for UN organizations, other multi-lateral or bilateral development organizations;

● Knowledge of specialized software applied to evaluation, including IT knowledge to establish and maintain databases and tracking system, is an asset;

● Experience in implementing SMART advocacy for domestic resources mobilization is a plus;

● Experience in leveraging financing resources with the private sector and IFIs is an asset;

● Experience in establishing and implementing social accountability mechanisms for increased investments in public health sector interventions is a plus.

● Field experience is an asset;

● Background on policy and academic writing in health financing and SRHR released in peer-reviewed journals or as grey literature would be an asset.

● Fluency in English required; working knowledge of French and Spanish is an asset.
