Job Description

Since 2014, the International Organization for Migration (IOM) in close partnership with the governments, United Nations (UN), and non-governmental organizations (NGOs), has been addressing a range of migration-related issues, including disaster risk management in Malawi in line with its strategic objective of “driving solutions to displacement”. IOM Malawi also supports the Government of Malawi to strengthen systems and capacity for disaster risk reduction and climate resilience with a focus on minimizing the risk of climate-induced displacement and improving the management of displacement at all levels.
Under the overall supervision of the Chief of Mission (CoM) in Malawi and direct supervision of the Durable Solutions Officer and, in collaboration with relevant units at IOM Malawi, the Disaster Risk Reduction (DRR) Officer will be responsible and accountable for contributing to the evaluation of potential risks related to disasters, the development of  strategies to manage these risks, and leading the implementation of these strategies. The key focus areas for the incumbent will be support to policy development and review processes, research/assessments, development and implementation of DRR/CCA interventions, capacity building and stakeholder mobilization and coordination.
 

Responsibilities

1.    Disaster Risk Assessment & Analysis: facilitate the identification and assessment of hazards, vulnerabilities, and risks that have the potential to trigger displacement using multisectoral tools. 
1.    Policy and Strategy Development: Support the development, review and dissemination of DRR and climate change adaptation related policies, strategies, and roadmaps, often integrating human mobility in those frameworks. 
2.    Resilience Building: Develop and implement interventions that promote risk reduction and resilience at community level through nature-based solutions.
3.    Capacity Building:  Support the provision of technical expertise and training to government officials, local communities, and partner organizations to enhance their DRR knowledge and skills with focus on minimizing climate-induced displacement. 
4.    Stakeholder Coordination: Build and maintain strong relationships with government bodies, UN agencies, NGOs, and communities to ensure a coordinated approach to DRR efforts. 
5.    Public Awareness: Coordinate the generation and dissemination information and raise public awareness about potential hazards, risks, and cost-effective risk reduction measures. 
6.    Early Warning Systems: Support the designing and implementation of early warning systems in liaison with relevant Government institutions and implementing partner organizations. 
7.    Monitoring & Reporting: Provide technical input for periodic reports on DRR activities and ensure accurate and timely reporting of project progress and outcomes.
8.    Perform other related duties as assigned.
 

Qualifications

•    Master’s degree in Disaster Risk Management, Environmental Sciences or other related fields with a minimum of two years working experience in DRM, climate change adaptation, or related fields.
•    Bachelor’s degree in Disaster Risk Management, Natural or Environmental Sciences, or related fields from an accredited academic institution with a minimum of four years professional experience in disaster risk management, climate change adaptation, natural resource management or related fields in lieu of the master's degree.
 

Required Skills

  • Experience with mobile data collection tools (e.g. Kobo Toolbox)
  • Familiarity with GIS mapping software (e.g., QGIS, ArcGIS)
