1. Project Background
The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is Financing Infrastructure for Tomorrow in Asia and beyond—infrastructure with sustainability at its core. The Internal Audit Office (IAO) provides professional and objective assurance and advisory services designed to add value; improve AIIB’s operations; and create, protect, and sustain value for the organization. IAO's mission is to enhance and protect organizational value by providing independent, risk-based, and objective assurance, advice, insight, and foresight. The IAO helps AIIB accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of governance, risk management, and control processes.
2. Objectives of the Assignment
The assignment aims to support IAO in strengthening its strategic positioning and stakeholder engagement by enhancing internal audit knowledge, learning, and outreach through targeted initiatives and continuous improvement.
3. Scope of Services
The Consultant will work with IAO team and is expected to draw from previous experiences, international standards and best practices and AIIB considerations to provide service and advice to IAO including: • Review and refine IAO’s communication plan, based on its strategic positioning and incorporating benchmarking insights from peer multilateral development banks. • Implement communication plan, including standardized templates, and production of series of internal audit learning and knowledge deliverables. Formats may include reports, dashboards, briefs, infographics, and videos. • Develop and implement a comprehensive internal audit digital outreach strategy, including a suite of social media and/or innovative tools tailored to both internal and external stakeholders, based on IAO’s outreach needs. • Collaborate with audit team to host audit knowledge and learning workshops or sharing sessions for audit stakeholders. Assist in preparing relevant promotion materials and targeted outreach campaigns. • Develop and apply monitoring and evaluation (M&E) metrics to assess internal audit stakeholder feedback. • Advise on continuous improvement opportunities for internal audit knowledge and learning.

4. Consultancy Output / Deliverables
The Consultant is expected to deliver the following outputs, as agreed with IAO, in a timely manner and reflecting international standards and AIIB-specific considerations: • Communication plan, standardized templates and series of internal audit learning and knowledge deliverables. • Digital outreach strategy, including a suite of social media and/or innovative tools. • Audit knowledge and learning promotion materials and targeted outreach campaigns. • Sessions of audit workshops or sharing. • Monitoring and evaluation (M&E) metrics. • Additional deliverables applicable to the scope of services.

5. Implementation Arrangement
The Consultant will report to the Chief Internal Audit Officer or its delegate. The Consultant is expected to work onsite or remotely. Travel to AIIB Headquarters will be determined during the course of the contract depending on business need and will be covered by IAO’s operational budget.

6. Support to the Consultant by the Bank
IAO will provide administrative assistance support including for visa, travel, payments, IT requirements, etc. AIIB shall provide an official AIIB email account and access to relevant systems, as necessary. The Consultant is expected to utilize the official email account for all relevant communications.

Qualification Requirement
• Master’s degree in internal auditing, knowledge management, communications, or a related field. A bachelor’s degree combined with additional years of experience or other relevant certification/qualifications may be considered in lieu of a master’s degree. • Minimum 8 years of relevant working experience, preferably within financial institutions or multilateral development banks (MDBs). • Proven experience in developing and implementing knowledge products, stakeholder engagement strategies or digital engagement in an audit or governance context. • Proven track record in designing and executing social media strategies for professional or institutional audiences. • Excellent reporting, writing, editing, and communication skills, including advanced skills in PowerPoint, visualization tools, etc. • Strong ability of thinking and able to translate complex audit and governance concepts into accessible messaging. • Good interpersonal and communication skills, with an ability to interact effectively with stakeholders across the organization. • High personal integrity and emotional intelligence, with demonstrated ability to manage sensitive matters in a discreet and responsible manner. • Fluent in oral and written English.
