Position Objective
The Regional Officer in the Department of Africa Region will be responsible for undertaking a range of analytical and operational responsibilities necessary for:  

Country Engagement activities to strengthen partnerships with NDAs, AEs, and regional organizations while ensuring alignment with GCF’s investment criteria, programming priorities, and country-driven approaches.

Project origination and development activities including screening of Concept Notes and review of Funding Proposals against GCF investment criteria, to support the co-development and origination of quality climate mitigation and adaptation proposals.

Readiness and Preparatory Support Facility by contributing to appraising the design of grant proposals and their implementation from first disbursement until completion based on portfolio-level quantitative analyses

Funded Activity Project and Portfolio Management activities which include leading the analytical and procedural stages of processing concept notes and funding proposals across the GCF project cycle and monitoring projects under implementation and

Other responsibilities related to the core business of the department.  

  • Purpose
    Provide analysis in support of country engagement and actively participate in country engagement for the development and advancement of country climate action programming strategies that include transformational project/programme ideas/concepts, and promote alignment with GCF strategies and countries’ National Action Plans and Nationally Determined Contributions.
  • Prepare and support portfolio implementation performance analysis for preparation of briefs, presentations, and knowledge products for internal and external stakeholder consumption.
  • Supports improvement as well as integration of ICT tools related to pipeline and portfolio management.

Engagement

  • Enhance strategic partnerships with key stakeholders, including NDAs, AEs, DAEs, and other national and international entities
  • Facilitate and guide the co-development of institutional capacity building through readiness and adaptation planning proposals with countries and delivery partners.
  • Oversee implementation processes to strengthen the quality-at-entry of Readiness & Preparatory Support proposals and enhance the overall efficiency of the Readiness and Preparatory Support cycle, working collaboratively with countries, GCF colleagues, and partner
  • Interacts with internal stakeholders (relevant divisions) and external stakeholders (Accredited Entities) to facilitate the review of funding proposals and post-approval process and to provide timely and effective action.
  • Contributes to strategy and planning on matters relevant for country programming, country ownership, readiness and access to GCF resources, including those in the Board workplan, in collaboration with colleagues across GCF.
  • Provide organizational support in Board meetings and other meetings and events.
  • Provides inputs to FAA negotiation/post approval process/portfolio management  
  • Builds and capitalizes on lessons learned and good practices to optimize the pipeline review and post approval process.

Delivery

  • Supports the origination of quality readiness programme activities and facilitates the efficiency of the readiness grant cycle for readiness activities to be, funded in a timely manner to meet the expectations of countries and their delivery partners
  • Supporting Accredited Entities in their development of Funding Proposal development plans to achieve enhanced quality at entry of Funding Proposals.  
  • Lead on the analytical and procedural stages of processing readiness grants, concept notes and funding proposals, in accordance with the GCF investment criteria.
  • Support coordination with relevant teams and Accredited Entities (AEs) to ensure that legal and operational arrangements are completed effectively for smooth project implementation following approval
  • Support the monitoring and adaptive management of approved projects /programmes under implementation, ensuring compliance and alignment with approved legal frameworks and policies.  

Requirements (Education, experience, technical competencies required of the job)

  • Master’s degree in economics, environmental sciences, finance, sustainable development,  project management or related fields or a Bachelor’s degree and 2 additional years of professional experience;
  • At least four (4) years of relevant work experience;
  • Experience in a relevant sector and/or experience in climate finance or developing climate finance projects in international / developing countries settings particularly in Africa is highly desirable.
  • Experience in project management including but not limited to design, implementation, monitoring and evaluation.  
  • Fluency in English and French is essential; knowledge of Portuguese or Spanish is an advantage.
