JOB CONTEXT:
HI Palestine is currently operating as a stand-alone program under the authority of the Emergency Division, with a dedicated governance framework adapted to the scale and complexity of the crisis.

Palestine Coordination is split between Jerusalem and Amman, with a West Bank area office located in Ramallah and a Gaza area office in Zuwayda. In Gaza, HI operates three offices: one in the central area (Zuwayda), one in the north (Gaza City), and one in the south (Khan Younis).

The mission's operational strategy relies on 4 pillars: Health (Rehabilitation and P&O), Armed Violence Reduction, Atlas Logistics, and Education. Cross-cutting components include IHA, MHPSS, Protection Mainstreaming, and DGA.

The total budget for 2025 is expected to range between 8 and 12 million EUR.

YOUR MISSION:
Reporting to the Technical Head of Programme (THOP), the Palestine Emergency MEAL Manager is responsible for ensuring proper implementation of Monitoring, Evaluation, Accountability and Information Management systems on the project in Gaza Strip and West Bank. He or she is the direct line-manager of the MEAL team (Senior MEAL officer, MEAL officer, IM officers).

 

In this framework, you are responsible of:

-            Develop a relevant, efficient and accessible MEAL system

Design and strengthen monitoring, evaluation, accountability and learning framework that is context-appropriate, practical for field teams, and ensures data quality, reliability, and transparency.

 

-            Review, harmonize and clarify indicators and tools

Conduct a systematic review of project indicators to ensure a common understanding across operations and MEAL teams. Standardize calculation methods, data sources and collection frequencies. Develop or adapt simple, harmonized tools to facilitate consistent data collection, consolidation and analysis.

-            Adapt MEAL tools and approaches to emergency contexts
Make sure MEAL tools and methods are flexible and suitable for emergency situations, where needs change quickly and access may be limited.

-            Raise awareness and train program and MEAL teams on key emergency MEAL practices, such as rapid assessments, real-time monitoring, feedback and complaint mechanisms, and quick learning processes.

-            Ensure regular quality reporting

Produce accurate, timely and user-oriented MEAL reports to support accountability towards donors, partners, and affected populations as well as enhancing the advocacy with evidence-based data.

 

-            Strengthen the capacity of the MEAL team
Implement a structured capacity-building plan combining technical trainings, coaching and ongoing support. Support the professional development of the MEAL team, with particular attention to enhancing the technical and management skills of the senior MEAL officer.

 

-            Ensure effective and regular and coordination with operations teams
Establish strong communication and collaboration mechanisms between MEAL and operations.

 

-            Draft an operational action plan based on the MEAL strategy
Outline the priorities and guiding principles of the MEAL strategy, and translate it into a realistic action plan with clear responsibilities, timeline and milestones for progress monitoring and adaptation.

CHARACTERISTICS OF THE POSITION:

·        Security conditions are challenging, according to the job duty station. The selected candidate will receive a thorough briefing on the context and security systems before deployment to Gaza.

Due to the current difficulties in obtaining an authorization to enter Gaza, it is possible that the selected candidates will have to carry out part or all of their mission from Amman. This situation is beyond our control and beyond the responsibility of our organization.

Requirements

  • You have at least 3 years of experience in humanitarian work, and complex crisis in project management or MEAL.
  • You have already held management positions,
  • You have practical experience in facilitation and/or design of training and skills development, in use of Information Systems and in IT fundamentals
  • You have practical experience in using MS Office Tools,
  • You are fluent in English

  • Hardship: 0 € while in Amman; 250 € /month while in Jerusalem, and 500 € net/month while in Gaza or West Bank, paid with your salary
  • Paid leaves: 25 days per year;
  • R&R: 1 day per month
  • Position unaccompanied
  • Housing: Shared accommodation taken in charge by HI;
  • If you are resident in the country: local package.
