JOB PURPOSE
To contribute to the effective design and implementation of the Bank’s strategy, operational plan work programs as well as the mainstreaming of interventions related to Technical Cooperation, Reverse Linkage and Capacity development among the Member Countries in the assigned region by collating inputs from topic leads / sector economists / Regional Hubs and by undertaking Reverse Linkage analytical studies to address any issues, assess any special needs and propose required priority responses. To prepare and update related policy briefs / notes and keep abreast of the latest developments/advancements in the fields of Reverse Linkage, South-South and Technical Cooperation. To contribute to positioning the Bank’s as a key player of South-South and Triangular Cooperation and expanding network of developers through partnerships for knowledge exchange and co-financing.
KEY ACCOUNTABILITIES
Policy and Strategy Planning:
- Contribute to the formulation and update of the IsDB policies and strategies related to Technical Cooperation, Reverse Linkage and Capacity Development, monitor their implementation and conduct frequent revision and realignments.
- Mainstream Reverse Linkage and Capacity Development in the IsDB’s sector/thematic policies, strategies and Member Country Partnership Strategy (MCPS) and annual operational plans.
- Undertake the required capacity gap analysis for the selected value chains in the framework of the MCPS.
- Contribute to the development of operational procedures, guidelines and tools related to Technical Cooperation, Reverse Linkage and Capacity Development.
- Undertake sector/analytical work and studies in relation to Reverse Linkage in the assigned Region to examine issues, identify/assess the needs and required priority interventions, prepare related policy briefs/notes.
- Keep abreast of international developments/advancements related to South-South and Triangular Cooperation.
- Contribute to the assigned Region’s work plans, programs and activities.
Program and Portfolio Management:
- Identify the available development solutions and network of developers in the region in coordination with the Regional Hubs and link them to the demand expressed by the Member Countries through Reverse Linkage.
- Carry out the peer-to-peer consultation process between the provider and recipient of expertise within and across regions.
- Contribute to the development and implementation of projects in the assigned region in sectors/thematic under the Reverse Linkage programs of the Bank.
- Ensure changes and improvisations are made in the assigned Region and new projects are compliant with Reverse Linkage policy and with a high quality at entry for all projects.
- Support the assigned region teams on Reverse Linkage related projects.
- Conceptualize regional and cross regional Reverse Linkage programs and pilot new initiatives that encourage sharing expertise and best practices among Member Countries.
KEY ACCOUNTABILITIES
- Collaborate with other teams to ensure dissemination of tailored knowledge and expertise to support project implementation.
- Ensure adequate consideration of cross-cutting issues, such as capacity development, women’s empowerment and social/environmental issues related to the Reverse Linkage.
- Engage with and nurture a network of developers to ensure that IsDB follows best practices in project management and in the development of sector strategy.
- Undertake strategic interventions to assess and build the national ecosystem of South-South and Technical Cooperation of the member countries in the region concerned.
- Identify business process improvements and suggest changes to the quality team for the update of the operations manual.
Partnership and Global Positioning:
- Build, engage with and nurture diversified network of strategic partners in the Region with Member and Non-Member Countries for synergy complementarities, technical expertise and co-financing.
- Promote connectivity among Technical Cooperation Agencies from Member Countries and countries from the Global South as well as external development organizations and institutions, for the sake of mutual learning and benefits.
- Carry out the mapping of resource centers and innovative development solutions within the respective region and the Global South.
- Develop partnerships with resource centers and network of developers for capacity development and knowledge, expertise and technology transfer.
- Position Reverse Linkage as effective mean for development assistance in the global architecture of South-South and Triangular Cooperation.
- Engage actively in global meetings and events related to South-South and Triangular Cooperation for advocacy and positioning the Bank.
- Collaborate with the Member Countries to ensure their effective contribution to the South-South Cooperation global agenda
- Engage with various stakeholders, including the private sector, to mobilize funds for Reverse Linkage.
Knowledge Sharing and Dissemination:
- Contribute to the transfer of knowledge of the Division programs to other employees within IsDB Group and externally to the MCs to ensure awareness.
- Build the necessary knowledge on South-South and Triangular Cooperation, Reverse Linkage and National Ecosystems within the assigned Region.
- Increase stakeholders’ awareness on IsDB’s initiatives in particular and best practices of South-South and Technical Cooperation in general.
- Contribute and coordinate annual and periodic events conducted by the Division, such as seminars, regional workshops, training courses and policy dialogue.
- Develop knowledge product, papers and publications on Technical Cooperation, Reverse Linkage and South-South and Triangular Cooperation.
Reporting:
- Prepare regular internal status reports of all activities of the Reverse Linkage Division, for the relevant entities within IsDB, highlighting the success stories and any areas of concern.
- Prepare report for external use to demonstrate and provide required information regarding Reverse Linkage projects in the assigned Region
- Coordinate with other sector specialist to present the reports and publication related to performance of Division’s programs.
- Establish a robust feedback system for receiving feedback from various internal and external stakeholders on the operations of the Division.
- Communicate with stakeholders including governmental entities, ministries, resource centers, other officials and donors/partners on matters related to the Division’s mandates.
ACADEMIC AND PROFESSIONAL QUALIFICATIONS
- Bachelor’s degree in Finance, Economics, Business Administration, Engineering or any other related field.
- Minimum 8 years of relevant experience in project and program design, advisory, projects’ monitoring and evaluation, technical cooperation, capacity development etc. ideally in similar type multilateral organizations.
