Project Context and Scope

The International Organization for Migration (IOM) is implementing the project “Enhance migration governance through evidence-based programming and strengthening capacities of authorities in Kosovo[1]” funded by The Swiss Confederation/State Secretariat for Migration (SEM). The overall objective of this project is to contribute to enhancing migration governance through an evidence-based and holistic approach and maximize migration potential to achieve sustainable development outcomes in Kosovo. In particular, the project will strengthen the capacities of authorities in Kosovo to enhance migration management by further developing skills, knowledge, and processes of relevant institutions, expanding migrant admission capacities, providing technical and logistical support, enhancing data collection in various areas, increasing awareness of people from Kosovo to prevent irregular migration, and increasing engagement with the diaspora. 

The State Shelter for Victims of Trafficking in Pristina plays a crucial role in providing protection, rehabilitation, and reintegration services to local and foreign victims. Effective and continuous risk assessment is vital to ensure the safety, security, and individualized care of shelter residents. Based on international reports on trafficking in persons in Kosovo and following a request by the Ministry of Internal Affairs, the project will support the establishment of a continuous risk assessment and reassessment process for victims of trafficking accommodated in the state-run shelter. The development of formal SoPs and guidelines in line with national legislation and international standards will ensure the involvement of shelter staff and promote the application of protective measures that fully respect the personal freedom and rights of victims.
This Terms of Reference (ToR) outlines the scope, requirements, deliverables, and competencies expected of a Consultant/ Expert engaged to support the State Shelter for Victims of Trafficking in Pristina, Kosovo. The primary objective is to draft comprehensive Standard Operating Procedures (SOPs) for the continuous risk assessment of victims of trafficking, thereby strengthening the shelter’s operational capacity and ensuring the safety and well-being of its beneficiaries.

Tangible and measurable outputs of the work assignment

  • First Deliverable: Inception Report (methodology, work plan, stakeholder mapping) 

  • Second Deliverable: Assessment Report (analysis of current risk assessment practices and gap analysis) 

  • Third Deliverable: Draft SOPs for Continuous Risk Assessment 

  • Fourth Deliverable: Stakeholder Consultation and Validation Workshop

  • Fifth Deliverable: Final SOPs (revised based on feedback) and Implementation Guidelines

Performance indicators for the evaluation of results

  • All deliverables submitted on time, meeting the specified quality standards.

  • SOPs are comprehensive, practical, and aligned with national and international best practices.

  • Effective collaboration with shelter staff and stakeholders demonstrated through feedback and workshop participation.

  • Positive evaluation of capacity building and knowledge transfer activities.

  • Documentation is clear, accurate, and actionable.

  • Collaboration: Active engagement with shelter staff, government officials, and partner organizations.
     

Qualifications

Education
  • Advanced university degree in Law, Social Sciences, Political Science, Psychology, Human Rights or related field.
  • Certificates related to specialised trainings; educational programmes related to migration and internal migration if applicable.

Experience
  • At least 7 years of professional experience in the field of human trafficking, protection, or victim support services.

  • Demonstrated legal background with proven experience in drafting, reviewing, and revising Standard Operating Procedures and operational guidelines.

  • Experience in developing SOPs and guidelines in coordination with multi-disciplinary and multi-institutional working groups.

  • Proven capacity to ensure SOPs and guidelines are compliant with national legislation and aligned with international legal frameworks and standards.

  • Experience in conducting legal and procedural needs assessments to inform the development of SOPs and guidelines.
    Experience working with government agencies, NGOs, or international organizations.

Skills
  • Strong analytical and research skills.
  • Excellent writing, communication, and presentation abilities in English and Albanian.
  • Training and capacity-building experience.
  • Proficiency in planning and implementation.
  • High level of discretion, integrity, and sensitivity to vulnerable populations.
Languages
  • Proficiency in English and Albanian languages, both written and spoken.

  • Knowledge of Serbian language will be considered an advantage.
