Context
Under the overall supervision of the Chief of Mission (CoM) in Ireland, under the guidance of the Immigration and Border Governance (IBG) Programme Manager, and under the direct supervision of the Senior Project Associate and, in collaboration with relevant units at Headquarters and the Administrative Centers, the incumbent will be responsible and accountable for providing assistance with the processing of applications for Temporary Protection (TP) for Ukrainian Nationals and Third Country Nationals (TCNs) fleeing Ukraine and arriving in Ireland, according to the duty station assigned.
Responsibilities
- Support the collection, verification, and review of the documentation and certificates held by Ukrainian nationals/TCNs applying for TPD in Ireland, including informal translation from Ukrainian/Russian to English, in full compliance with IOM Data Protection Principles.
- Share with the Department of Justice (DOJ) relevant information and documentation on TP applications and issue corresponding notifications to applicants.
- Provide information on Temporary Protection Directive (TPD), according to the Council Implementing Decision (EU) 2022/382 of 04.03.22, based on Directive 2001/55/EC) to TP applicants in Cork Registration Centre in Ireland, acting as focal point for beneficiaries.
- Identify indicators of possible vulnerable cases during interviews to Ukrainian nationals/TCNs, in line with established guidelines, and inform IOM supervisors and refer to DOJ or relevant services as necessary.
- Assist and guide beneficiaries in the completion of different application and registration forms requested by DOJ and other relevant Government Departments, according to Cork's Registration Centre’s set-up.
- Support the entry, updating, and maintenance of beneficiary data and records in relevant Governmental platforms, in coordination with DOJ.
- Draft statistics and/or routine reports (daily, weekly and monthly) of the work performed to be submitted to the IOM supervisors.
- Provide informal translation and interpretation services to beneficiaries, DOJ and relevant stakeholders, with attention to clarity and cultural sensitivity.
- Maintain effective working relationships with DOJ and other local-level stakeholders involved in the registration process.
- Follow established procedures to help prevent fraud and malfeasance and to support the integrity of individual records and documentation.
- Provide logistical and administrative support for the timely implementation of project activities, as needed, according to the local set-up.
- Apply confidentiality and data-protection requirements when handling biographical and other sensitive information collected through interviews and fingerprints collection, in line with applicable policies.
- Provide operational support to other duty stations, according to the donor requirements and operational needs.
- Perform such other duties as may be assigned.
Qualifications
Education
- High School diploma with five years of relevant experience; or,
- Bachelor’s degree in Social Studies, Political Science, International Relations, Psychology , or related fields with three years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
- Experience working in a multicultural setting.
- Experience in working with asylum seekers and refugees.
- Prior experience with international humanitarian organizations, non-government or government institutions/organization is an advantage.
Skills
- Intercultural competence and communication skills.
- Ability to help prevent misunderstandings and conflicts arising from language or cultural differences, in an objective and impartial manner.
- Good administrative, reporting, and organizational skills.
- Proficiency in Microsoft Office applications, particularly Word and Excel.
Languages
- For this position, fluency in English and Ukrainian is required (oral and written).
Any other IOM official language is an advantage.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
