Jhpiego is seeking a Newborn and Child Health Manager to support facility-level strengthening activities across Tando Allah Yar, Matiari, and Mirpurkhas districts of Sindh. The Manager will provide strategic and technical leadership to improve newborn and child health services, including the readiness, quality, and functionality of secondary-level facilities and Special Newborn Care Units (SNCUs), ensuring alignment with Government of Sindh priorities, U.S. Department of State (DoS) strategies, and global best practices in newborn and child health.

Responsibilities

  • Lead the technical implementation of neonatal and child health interventions across selected districts, with a focus on Special Newborn Care Units (SNCUs) and secondary-level healthcare facilities.
  • Ensure that all facility-level interventions are aligned with Government of Sindh priorities, DoS strategies, and global best practices in newborn and child health.
  • Support the capacity building of clinical staff on neonatal and child health interventions, including neonatal resuscitation, essential newborn care, and management of complications.
  • Mentor facility teams and provide hands-on guidance to strengthen the delivery of high-quality newborn (including specialized care for small and sick newborns) and child health services.
  • Support the transition and adoption of updated clinical guidelines, protocols, and tools for newborn and child health services at facility level.
  • Ensure standardization of care in SNCUs and other neonatal/child health units according to WHO, SHCC, and Government of Sindh guidelines.
  • Assess and strengthen SNCU functionality, equipment availability, staffing, and infection prevention practices in accordance to the WHO SSNB Model of Care and SSNB Quality of Care standards
  • Support integration of newborn care services with referral systems, maternal health, and routine child health services.
  • Promote linkages between facility-based services and community health programs for early identification and timely referral and follow-up of sick newborns and children.
  • Provide technical input to quality improvement (QI) initiatives aimed at improving neonatal, infant, and child health outcomes.
  • Support facilities in establishing data-driven decision-making, including reporting on key neonatal and child health indicators and monitoring clinical outcomes.
  • Collaborate with district health teams, provincial health authorities, and other implementing partners to ensure alignment and coordination of newborn, infant, and child health interventions.
  • Serve as a technical resource and advisor in relevant national and provincial working groups or task forces on newborn, infant, and child health.
  • Support monitoring of intervention implementation and provide regular evidence-based updates to Jhpiego leadership and stakeholders on progress, challenges, and recommended solutions.
  • Assist in documenting lessons learned and best practices for scale-up and sustainability.
  • Advise on sustainability strategies to institutionalize newborn, infant, and child health interventions, including mentoring facility staff and strengthening local capacity.
  • Support planning for a smooth transition of responsibilities to government counterparts at the facility, district, and provincial levels.
  • Perform any other tasks reasonably assigned by the Project Lead to support Jhpiego’s MNCH strengthening objectives.

Required Qualifications

  • A health professional qualification (medical degree, nursing, or equivalent). Master’s in Public Health or related field, preferably with fellowship in Pediatrics and/or small and sick newborn care is preferable.
  • Minimum 7-8 years of experience in a health sector management position at national or provincial level.
  • Up-to-date knowledge of and prior experience implementing community level interventions
  • Direct experience providing IMNCI services.
  • Experience implementing newborn health activities. preferably including activities focused on the care of small and sick newborn care
  • Demonstrated management, planning, supervisory, and leadership skills.
  • Ability to think critically, strategically, and operationally.
  • Strong policy and advocacy skills.
  • Excellent English writing and communication skills in maternal, newborn, and child health policy and research issues.
  • Experience working with key organizations working in maternal and newborn health (e.g., UN agencies, donors, academic institutions, and USAID-funded Cooperating Agencies).
  • Computer literacy in word processing, and spreadsheet software packages and particularly use of PowerPoint.
