Jhpiego is seeking a Technical Manager (Blood Bank) to support the implementation of facility-level strengthening activities across Tando Allah Yar, Matiari, and Mirpurkhas districts of Sindh. The Technical Manager (Blood Bank) will lead efforts to strengthen blood bank and transfusion services quality to ensure safe, timely, and high-quality blood transfusion services for obstetric and newborn emergencies. The role will focus on standardizing donor management, enhancing screening and transfusion practices, improving documentation, reporting, and quality assurance systems, and ensuring alignment with Government of Sindh priorities, U.S. Department of State (DoS) strategies, and global best practices in health service delivery.
Responsibilities
- Support implementation of blood bank and transfusion services strengthening interventions at secondary-level hospitals and supported health facilities.
- Conduct rapid needs assessments of blood bank and transfusion services, with a focus on readiness for maternal and newborn emergency care.
- Identify gaps in donor management, screening and testing, storage, transfusion practices, documentation, and quality assurance systems.
- Develop and support implementation of prioritized, context-appropriate improvement plans in collaboration with district health offices and facility leadership.
- Support the establishment and effective functioning of district-level quality assurance committees for blood bank and transfusion services.
- Facilitate routine review of transfusion practices, adverse events, and compliance with national and international standards.
- Support rollout, adaptation, and institutionalization of standard operating procedures (SOPs) aligned with WHO and AABB standards, including:
- Strengthen donor selection and management process.
- Support in strengthening blood screening and testing, including transfusion-transmitted infection (TTI) screening
- Support in strengthening Blood storage, handling, and transfusion practices
- Provide technical support to strengthen documentation, reporting, and traceability of blood and blood products.
- Support transition from paper-based to digital blood bank documentation systems, where feasible, in coordination with project digital health teams and government counterparts.
- Improve completeness, accuracy, and timeliness of blood bank records, transfusion logs, and adverse event reporting.
- Design and deliver training and refresher sessions for laboratory, blood bank, and clinical staff on safe transfusion practices, TTI screening, and adverse event recognition and reporting.
- Provide routine supportive supervision and on-the-job mentorship to laboratory and clinical staff to reinforce skills and adherence to standards.
- Support facilities in piloting and documenting donor recruitment and retention strategies, including voluntary non-remunerated blood donation approaches.
- Coordinate closely with district health authorities, facility management, and relevant provincial stakeholders to support implementation of blood bank and transfusion activities.
- Contribute to routine monitoring of blood bank performance indicators relevant to maternal and newborn health.
- Coordinate with the M&E team to ensure accurate documentation of technical activities, outputs, and outcomes.
- Contribute to monthly, quarterly, and annual project reports, including documentation of progress, challenges, best practices, and lessons learned.
- Ensure compliance with Jhpiego technical standards, safeguarding policies, and donor requirements.
- Support audits, evaluations, and special technical reviews as required.
- Perform other technical duties as assigned by the Technical Director or project leadership.
Required Qualifications
- Bachelor’s degree in Laboratory Sciences or equivalent professional qualification, with specialization in Transfusion Medicine, Hematology, Pathology, or related field. Master’s degree is preferred.
- Minimum 7-8 years of professional experience in blood bank and transfusion services, preferably in low- and middle-income or humanitarian settings.
- Demonstrated experience strengthening or supervising quality assurance systems for blood banks and transfusion services.
- Strong technical knowledge of WHO and AABB standards for blood transfusion services.
- Experience providing training, supportive supervision, and mentorship to laboratory and clinical staff.
- Demonstrated experience supporting blood bank and transfusion services in maternal, obstetric, and newborn emergency care settings.
- Experience working with government health systems and district-level authorities.
- Familiarity with digital health systems or laboratory information systems is an asset.
- Strong analytical, facilitation, and problem-solving skills.
- Excellent written and verbal communication skills.
- Willingness and ability to travel frequently to project districts and health facilities.
