Jhpiego seeks a Monitoring and Evaluation (M&E) Officer to support the implementation of Maternal, Newborn, and Child Health (MNCH) strengthening activities across Sindh Province, with a primary focus on Tando Allah Yar, Matiari, and Mirpurkhas districts.

The M&E Officer will provide technical and operational support to the design, implementation, and routine functioning of the project’s monitoring, evaluation, and learning (MEL) system, with particular emphasis on facility-level service delivery, quality improvement interventions, and monitoring the functionality of BEmONC and CEmONC services.

Working under the guidance of the Technical Director, the M&E Officer will support data collection, verification, analysis, and reporting to ensure timely, accurate, and high-quality information for program monitoring and donor reporting. The role will also ensure alignment of MNCH program activities with Government of Sindh priorities, information systems, provincial reporting mechanisms, U.S. Department of State (DoS) strategies, and global MNCH M&E best practices.

Responsibilities

  • Support routine monitoring of MNCH program activities at provincial, district, and facility levels.
  • Collect, compile, and review data related to BEmONC/CEmONC service availability, utilization, and quality indicators.
  • Support implementation of standardized data collection tools, checklists, and reporting formats.
  • Conduct regular field visits to verify reported data and support facility-level monitoring.
  • Support data quality assessments (DQAs), data verification exercises, and record reviews at health facilities.
  • Identify data gaps, inconsistencies, and reporting challenges, and support corrective actions.
  • Provide on-the-job mentoring to facility and district staff on accurate data recording and reporting.
  • Support alignment of project indicators with DHIS2 and Government of Sindh reporting systems.
  • Assist in routine analysis of MNCH and EmONC data to track progress against targets.
  • Support preparation of dashboards, summary tables, and visualizations for internal review and decision-making.
  • Contribute to interpretation of data for review meetings, supportive supervision visits, and program learning.
  • Support preparation of monthly, quarterly, and annual program reports, ensuring accuracy and completeness of M&E data.
  • Maintain organized M&E documentation, including data sets, monitoring reports, supervision records, and meeting minutes.
  • Support documentation of lessons learned, best practices, and success stories related to MNCH service delivery.
  • Coordinate closely with district health offices, facility managers, and provincial stakeholders on M&E-related matters.
  • Support organization and documentation of review meetings, learning sessions, and data review workshops.
  • Participate in capacity-building activities for district and facility staff on MNCH monitoring and reporting.
  • Ensure compliance with Jhpiego M&E standards, donor reporting requirements, and ethical data management practices.
  • Support audits, evaluations, and special data requests as required.
  • Perform other M&E-related duties as assigned by the M&E Manager or project leadership.

Required Qualifications

  • Bachelor’s degree in Public Health, Statistics, Social Sciences, Health Informatics, Data Sciences or a related field. Master’s degree is preferred.
  • Minimum 5-6 years of relevant experience in monitoring and evaluation, preferably in MNCH or health systems strengthening programs.
  • Proficiency in data visualization and reporting tools (e.g., Power BI, Tableau, STATA, SPSS).
  • Experience supporting facility-level data collection and verification, preferably related to MNCH or EmONC services.
  • Experience working with government health information systems and district/provincial health departments.
  • Experience working on donor-funded projects is an advantage.
  • Strong analytical and quantitative skills with attention to detail.
  • Proficiency in MS Excel, Word, and PowerPoint. Familiarity with DHIS2 or other HMIS platforms preferred.
  • Good written and verbal communication skills in English and Urdu. Sindhi is an asset.
  • Ability to work independently in the field and as part of a multidisciplinary team.
  • Willingness and ability to travel frequently within Sindh.
