Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.
IFRC Africa Region, through the Health and Disaster Climate Crisis Department plays a crucial role in support of 48 African National Societies in health, disasters and climate crisis, as well as fostering community resilience. Policies and procedures generated by the HDCC department, the Africa agenda for renewal and the pan-African initiatives provide a framework to the 15 IFRC delegations across the region to extend its support to Africa National Societies in a coherent manner.
The IM Humanitarian Analyst reports to the Regional IM Delegate or and it’s part of the regional IM team based in Africa Region, within the Disaster Preparedness and Response unit in the Health, Disaster, Crisis and Climate department. The IFRC Africa Information Management (IM) team advises and performs data collection, management, analysis, and visualization, primarily for strategic and operational decision-making and strengthens IM capacity in African National Societies.
Job Purpose
The Information Management Humanitarian Analyst Senior Officer, working under the guidance of the IM Regional Delegate, will ensure that data (primary and secondary sources) is collected and analzed properly, and draft context and situational analysis, and highlight humanitarian needs, monitoring and tracking emerging trends to support preparedness, informing response priorities and effective decision-making. The Senior Officer will also ensure that this consolidated and analyzed data is shared with Operations Manager and technical teams to ensure proper decision making. Finally, this data will be used to foster the Humanitarian Diplomacy agenda and raise the profile of RCRC positioning in this crisis. The Senior Officer will conduct multiple analyses and produce data visualization outputs such as maps, infographics and dashboards.
The Senior Officer will maintain relations with National Societies involved in the regional response and will provide guidance and technical support. They will advise other teams on best solutions to implement to collect and analyze data.
The Senior Officer will collaborate closely with Operations and PMER teams in the IFRC Africa Regional Office and country cluster delegations, to ensure that minimum standards in data quality are met. The Senior Officer will also coordinate with other Movement Partners, including the ICRC and Partner National Societies, and external partners where necessary to strengthen the capacity of African National Societies.
Job Duties and Responsibilities
Support to IFRC emergency operations:
- Collect, consolidate, and analyze all secondary data to identify information gaps and inform IFRC decision-making processes.
- Support/develop IFRC Crisis Categorization analysis at the onset of emergencies, and update as relevant/required.
- Support and Develop Emergency Operations Snapshot showcasing countries response activities at initial stages of the emergency to inform membership.
- Support /develop IFRC Disaster Brief at the onset of emergencies and ongoing emergencies.
- Support and Develop other relevant Humanitarian Information Analysis product such as the GLobal Analysis of N eeds Complex Emergencies, Situation Analysis of Risks in General Elections, etc.
- Coordinate, support or advise on primary and secondary data collection, management, storage and archiving.
- Support/develop Risk Watch forecast and humanitarian scenarios for the for-emergency operation in Africa
- Support, advise or lead (when assigned) assessments design and implementation
- Select and implement structured analytical techniques to improve the quality, credibility and rigor of the analysis.
- Implement analysis and foresight best practices and methodologies to optimize efficiency in operation and decision-making process.
Information Analysis Capacity Building and Development:
- Act as the technical focal point for remote and in-country technical support and coordination, when requested by the operational requirements.
- Participate in coordination meetings and working groups to share data-related updates, insights, and recommendations, fostering collaboration and alignment of efforts.
- Provide technical guidance and support to colleagues, partners, and national societies regarding data-related matters, promoting a culture of data-driven decision-making and effective coordination
- Maintain clear communication with the IM Coordinator and provide regular updates on ongoing tasks.
- Harmonize and align data analytics standards and approaches in Africa.
- Capacity building and strengthening in Humanitarian Information Analysis in Africa National Societies
- Facilitate discussions, forums, and briefings on trends and analysis in the organization.
- Design and facilitate scenario building workshops with various sectors and operations departments and Africa National Societies
- Ensure lessons learnt are captured and fed into country and global level guidance or assessment preparedness activities.
- Provide technical guidance and support to National Societies to improve their analytical capacities and disseminate IFRC products and tools to facilitate analysis in humanitarian settings.

Education
- Relevant university degree / higher education or demonstrated equivalent humanitarian related experience. Required.
- Relevant post-graduate degree. Preferred.
- Relevant professional training courses. Preferred.
Experience
- 3 to 5 years of proven experience in information management and data analysis in humanitarian contexts. Required.
- Experience in assessment design and data management related to large scale inter agency or sectoral needs assessments. Required.
- Experience in undertaking and managing complex, large scale humanitarian needs. Required.
- Experience in designing, conducting, and analyzing large surveys in emergencies. Required.
- Ability to perform accurate data analysis even on a tight schedule. Required.
- At least 2 years of experience of working for the Red Cross/Red Crescent Movement. Preferred.
Knowledge, Skills and Languages
- Knowledge of data analysis required as well as data visualization. Required.
- Knowledge of database or data manipulation software: ACCESS, Excel, MySQL or PostGreSQL, and/or other statistical programmes (STATA or SPSS) and/or programming languages (R or Python). Preferred.
- Good knowledge and experience of data collection tools and platforms, such as Kobo Toolbox and ODK. Required.
- Knowledge of GIS systems (preferably QGIS). Required.
- Strong knowledge of data visualization (preferably PowerBI). Required.
- Strong analytical skills and ability to handle complex issues and data. Required.
- Understanding emergency IFRC planning mechanisms and outputs (Emergency Appeal, Emergency Plan of Action & Operational update). Preferred.
- Excellent written and verbal communication skills are essential with the ability to craft an analytical narrative from data findings. Required.
- Good understanding of humanitarian responses, actors involved, and the role of evidence-based decision making for the delivery of humanitarian action. Required.
- Strong interpersonal skills and diplomacy in order to manage relationships with many stakeholders and in a complex situational environment. Required.
