The Regional Office Manager and GICHD Country Representative will lead the operational establishment and management of GICHD’s MENA Regional Office in Amman. This role will drive strategic engagement with national authorities, UN agencies, donors, and partners across the MENA region, enabling effective implementation of the GICHD MENA Regional Roadmap. The Regional Office Manager and GICHD Country Representative will ensure enhanced coordination, operational efficiency, capacity-building, and sustainable regional presence while supporting decentralization of selected functions from Geneva. The role will line manage a small number of GICHD staff based in the regional office.
This position is offered for a one-year term, with the possibility of extension.
Key responsibilities
1. Regional Engagement and Coordination
Establish and maintain effective operational relationships with mine action and ammunition safety stakeholders in Jordan, Iraq, Lebanon, Libya, Gaza/oPt, Syria, and Yemen.
Act as a focal point for regional coordination with UN agencies, donors, and international/regional partners.
Ensure a consistent field presence to maintain updated contextual understanding, inform decision-making, and follow up on activities.
Support implementation of the GICHD MENA Regional Roadmap.
2. Capacity Building, Knowledge Exchange, and Technical Support
Plan and oversee GICHD training, workshops, and technical assistance across the MENA region.
Facilitate dissemination of good practice, lessons learned, and technical standards in explosive ordnance risk reduction and ammunition safety management.
Promote knowledge exchange in both Arabic and English to enhance regional expertise.
3. Business Development and Strategic Expansion
Identify opportunities for organizational expansion and enhanced engagement in the MENA region.
Map regional needs and align them with GICHD strategic priorities.
Develop and nurture partnerships to address gaps in capacities, coordination mechanisms, and technical standards.
Support initiatives aimed at localization of mine action programs.
4. Decentralized Support Functions
Oversee decentralization of administrative, procurement, and logistics functions from Geneva to the regional office.
Enable faster decision-making and reduce delays in deployments, contracting, and activity delivery.
5. Operational Enhancement and Responsiveness
Strengthen organizational agility to enable rapid response to requests from field missions and partners.
Monitor evolving regional dynamics to anticipate operational needs and mobilize resources effectively.
Qualifications and professional experience
· Minimum 10 years of progressive experience in humanitarian, development, or mine action sectors, including at least 5 years in a senior management role.
· Proven experience managing multi-country operations in complex security environments.
· Strong track record in capacity building, stakeholder engagement, and partnership development.
· Experience in decentralized management of administrative, procurement, and logistics functions.
Knowledge, skills and competencies
· Fluency in Arabic and English, both written and oral; fluency in an any other language spoken in affected countries an advantage
· Excellent project management, analytical, planning and organizational skills
· Ability to coordinate simultaneous activities/projects
· Effective writing and oral communication skills, diplomacy in managing relationships with diverse stakeholders is required
· Ability to work in multi-cultural settings with a wide range of stakeholders
· Knowledge of UN agencies, relevant national authorities, NGOs and humanitarian organisations
· Experience managing other staff
· Security management experience and/or ability to assess security dynamics

Travel requirements
The MENA office in Amman will support frequent travel to countries across the region, in support of operational engagement and programme/workplan delivery. The travel frequency will depend on security conditions, access constraints, and GICHD approval procedures.
