ORGANIZATIONAL CONTEXT
The Treasury Branch ensures sound financial management that enables WFP to advance toward Zero Hunger. The Branch manages WFP’s financial resources and ensures that cash flow is available to meet operational requirements, while protecting the security of cash holdings, optimizing returns, and minimizing exposure to risk. Operating at multiple levels, the team oversees corporate liquidity, manages a portion of WFP’s working capital, maintains bank accounts, and supervises external investment managers. These processes have a direct impact in the field, most notably through cash replenishments, foreign exchange transactions, and counterparty risk management.
THE ROLE
The position provides leadership in steering the WFP’s treasury management to ensure that cash flow is effectively managed to meet WFP’s operational requirements while maintaining the security of WFP’s cash resources, optimising the returns on those resources and minimizing exposure to risks.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Under the general supervision and guidance of the Director Financial Operations Service, the Chief supervises the WFP Treasury Branch and will be responsible for the following key duties:
Coordination of business processes & system in support of treasury activities and related transactional services.
Identify, build and maintain strategic partnerships and relationships with financial services providers, and oversight on bank services providers used in field offices.
Formulate, manage and implement treasury change processes to maximize effectiveness and efficiency.
Oversee WFP’s foreign exchange management through identification and analysis of foreign exchange exposures, development of foreign exchange risk mitigation strategies and monitoring the implementation of mitigation action plans.
Management of WFP’s in-house money market/deposits portfolio
Oversee the investment of WFP funds that are held with external investment managers, including establishment of guidelines and risk tolerance parameters.
Monitoring the performance of external investment managers against established benchmarks.
Preparation of proposals on investment strategy for the Financial Risk Management Committee, Senior Management and the Investment Advisory Panel.
Ensure the continuous delivery of best practice financial controls and insight into WFP performance, overseeing periodic risks and internal control assessments to identify areas which may present potential audit, compliance or financial risks
Ensure that audit and compliance recommendations related to treasury processes are followed up and implemented.
Lead, motivate and coach a team of finance professionals and general service staff to enable continued development and high performance.
Perform other duties as required.
QUALIFICATIONS AND EXPERIENCE
Education: Advanced University degree in Finance, Business Administration, Banking or Investment Management, or First University degree in the same subject(s) with two additional years of related work experience. A Chartered Financial Analyst (CFA) certification or equivalent is highly desirable.
Experience: Minimum 11 years of postgraduate progressively responsible professional experience in treasury, international cash management, foreign exchange trading, and/or investment management.
Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).

Demonstrated ability to manage high quality money market portfolios with established performance track record.

Solid understanding of international sanctions environment and ability to identify solutions across multiple jurisdictions.
Ability to lead, coach and motivate large and diverse teams and drive improving performance.
Ability to assimilate and analyze complex issues to develop strategies and policies.
Demonstrated ability to build and leverage external partnerships to strengthen ability to achieve shared objectives.
Demonstrated knowledge of UN system policies, rules, regulations and procedures.
