BACKGROUND

The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger. According to the latest CSP review, strengthening the production of evidence through increased use and analysis of data remains a strategic priority. The Monitoring & Evaluation (M&E) unit of WFP in the DRC is responsible for data collection, analysis and information management across all field offices. This requires support from the Country Office in planning, standardizing data collection tools, providing capacity strengthening, ensuring compliance with institutional guidelines and managing information systems. The WFP Kalemie Field Office is recruiting a Monitoring & Evaluation(M&E) Officer to strengthen operational capacity in monitoring activities, producing evidence, and assessing food security and vulnerability trends in support of the Country Strategic Plan (CSP).

The Monitoring & Evaluation(M&E) Officer will support the Kalemie Field Office in ensuring high‑quality monitoring, analysis, and reporting of programme activities. The position aims to strengthen evidence‑based decision‑making by ensuring that reliable, timely and relevant data is collected, analyzed and used to inform programme design, implementation, and accountability.

JOB PURPOSE

The incumbent will contribute to the implementation of the Field Office Monitoring & Evaluation Plan, support the use of corporate monitoring systems (COMET, MoDa, SugarCRM), enhance partners’ and staff capacity, and ensure compliance with WFP’s Minimum Monitoring Requirements (MMR). The role is essential to track progress towards the Country Strategic Plan (CSP) objectives and support food security and vulnerability monitoring in the Tanganyika region.

ACCOUNTABILITIES/ RESPONSIBILITIES:

  • Contribute to the implementation of the Monitoring & Evaluation (M&E) Strategy, including Community Feedback Mechanism (CFM) at the WFP Kalemie Field Office.
  • Ensure follow-up of data collection activities (Outcomes, Process and Output), including in hard-to-reach areas, through partners or remote monitoring in line with institutional standards and Minimum Monitoring Requirements (MMR).
  • Ensure availability, accessibility and effective use of evidence generated through WFP systems.
  • Support CFM case management and snsure oversight and follow-up of CFM open cases.
  • Provide data required for proposals, reports, audits and other M&E and VAM related requests,
  • Ensure proper use and quality control WFP monitoring systems such as COMET, MoDa and SugarCRM.
  • Produce monthly and quarterly process monitoring, output and regular outcome monitoring reports highlighting implementation progress and achieved results, including triangulation with CFM data.
  • Provide technical capacity strengthening to M&E and CFM staff in Kalemie and Nyunzu, as well as cooperating partners.
  • Support the establishment and maintenance of food security and vulnerability monitoring systems to detect changes in emergencies or risk situations.

DELIVERABLES

  • The Monitoring & Evaluation Officer is responsible for delivering a set of key outputs that ensure effective tracking of programme performance. This includes developing monitoring plans, data collection tools, field mission reports, and performance dashboards.

  • The officer prepares and oversees evaluation TORs and Baseline, PDMs, and Endline reports, compiles lessons learned and follows up on evaluation recommendations. They ensure data quality through validated datasets, analytical reports, dashboards, and indicator reference sheets. The role also involves producing monthly and quarterly M&E reports, contributing to donor reports, and updating logframes. Additionally, the officer manages accountability mechanisms such as complaint and feedback systems, conducts feedback analysis, and supports corrective actions. The position includes strengthening capacity through training and coaching of partners, coordinating M&E meetings and joint monitoring missions, and developing evidence briefs, learning workshop reports, and recommendations to support continuous programme improvement.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

University degree in statistics, economics, development studies, social sciences, information management, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

  • At least one (1) year of strong experience in monitoring and evaluation, data analysis, or information management.
  • Experience in humanitarian or development organizations is an asset.
  • Knowledge of data collection tools (KoBo, ODK, MoDa...).
  • Experience with WFP systems such as COMET or SugarCRM is an advantage.
  • Experience in capacity strengthening of staff or partners.

Knowledge & Skills:

  • Strong analytical and reporting skills (using SPSS/SAS/STATA)
  • Ability to work under pressure and in resource-constrained environments.
  • Excellent communication skills, both written and oral.
  • Knowledge of M&E methodologies.
  • Team management skills and ability to coordinate with multiple stakeholders.
  • Proficiency in MS Office, particularly Excel; knowledge of visualization tools (PowerBI, Tableau) is an asset.
  • Strong organizational skills and attention to detail.

Languages:

  • Fluency and strong writing skills in French is required.
  • Intermediate knowledge (level B) in English is also required.
