AA mapping consultant

Purpose of Project and Background

During the sixth Asia-Pacific Dialogue Platform on Anticipatory Action (AA), held in Bangkok on 1-3 November 2022, the need for a comprehensive mapping of AA progresses was highlighted as a priority activity, to inform the development of the 2023-2027 regional Roadmap on AA for the Regional Asia-Pacific Technical Working Group on AA (AP TWG on AA). The first annual mapping exercise took place from February to May 2023 by the ‘Evidence & Learning’ sub-working group of the Asia Pacific Technical Working Group on Anticipatory Action. Subsequently, the results of the mapping were presented at the seventh Asia-Pacific Dialogue Platform on AA, which took place in Kathmandu from 12-14 June 2023, and shaped the writing of the 2023-2027 regional Roadmap on AA. A similar mapping exercise took place in May-June 2024 and the AA Mapping Report created increased interest from humanitarian partners and donors.

In 2025, the AP TWG on AA refined the existing questionnaire to make it aligned with the Global Overview Report of the Anticipation Hub, and shifted the annual mapping exercise in November - December to coincide with the timeline of the Anticipation Hub. Additionally, FAO launched in Dec 2025 a dedicated survey that focuses on donors, which shall be integrated in the AA mapping report. The integrated exercise will provide a snapshot of the 2025 AA progress and will outline remaining challenges in the Asia-Pacific region on an annual basis. The expected outcome is to enhance strategizing the activities of the AP TWG on AA and give other interested actors an understanding of the progress of the AA approach in the region.

This assignment is in alignment with IFRC’s Anticipatory Action Operational Framework, as well as with IFRC’s GCF project on EW4All, advancing the institutionalisation of Anticipatory Action in Asia Pacific.

The purpose of this TOR is to engage a consultant experienced in Anticipatory Action in Asia and the Pacific region, to prepare the AA mapping survey report with the data collected in 2025 that gives an overview of the frameworks developed or under development, as well as those AA delivered in an ad-hoc manner, informs on the regional trends (based also on previous mapping exercises), and provides donors’ perspective on the AA implementation. The report may provide recommendations to the Asia Pacific TWG on AA that could inform activities of its roadmap, including adjustments that may be needed for the next iteration of the annual AA reporting.

Consultancy outputs

The following schedule of work and deliverables gives an indication of the suggested approach and level of effort:

  • By 20 March 2026: 10 days for reviewing and conducting an overall analysis of the collected mapping data and prepare draft report of the AP AA mapping 2025 .
  • By 27 March 2026: 3 days to update the AA mapping report based on feedback from IFRC, American Red Cross and FAO as well as the wider ‘Evidence & Learning’ sub-working group of the Asia Pacific TWG on AA;
  • By 31 March 2026: 1 day to incorporate final comments from members of the AP TWG on AA and share the report together with the raw data and templates in an editable format.

Method of delivery and reasons for selecting that method

The services shall be delivered in the form of a written report.

Support to be provided to the consultant

The main client of this evaluation is the Anticipation Hub and the Asia-Pacific TWG on AA (co led by IFRC and FAO). The consultant will report to the IFRC APRO Regional Anticipatory Action Coordinator for any questions on the deliverables, as well as to the co-leads of the ‘Evidence & Learning’ sub-working group of the AP TWG on AA (American Red Cross & FAO). All products arising from this consultancy will be owned by IFRC and the Asia Pacific Technical Working Group on Anticipatory Action.

Schedule for payment of fees

A lump sum of the total amount will be paid by the end of the consultancy.

The consultant will provide a first draft of the analysed data and the draft mapping report by mid-March 2026. The final report with all incorporated feedback will be delivered by 31 March 2026.

Management of consultancy

The consultant will report to the IFRC Regional Anticipatory Action Coordinator for any questions on the deliverables, as well as to the co-leads of the ‘Evidence & Learning’ sub-working group of the AP TWG on AA (American Red Cross & FAO).

Notes

  • The consultant will be contracted by the IFRC and the standard contractual terms will apply.
  • Agreed travel expenses will be reimbursed at cost in accordance with in the IFRC’s relevant regulations.
