About the Region
The Asia Pacific Regional Office, based in Bangkok, Thailand, provides strategic leadership and oversight for UNOPS operations across 17 countries, ensuring high performance, operational excellence, and alignment with organizational goals. About the Country/Multi-Country Office
The East Asia and Pacific Multi-Country Office (EAPMCO), headquartered in Bangkok, supports UNOPS operations across 24 countries in Southeast Asia, Northeast Asia, and the Pacific. Established in January 2023, EAPMCO provides strategic direction, operational support, and quality assurance to ensure the efficient and effective delivery of projects across its portfolio. EAPMCO implements initiatives in priority areas such as energy transition, climate change, and sustainable development, drawing on UNOPS' core expertise in human resources, procurement, infrastructure, fund management, and programme management.
About the Project Office
The UNOPS Mekong Office manages a portfolio of projects in Cambodia and Lao PDR, supporting both countries in advancing their national development priorities. In Cambodia, where UNOPS has operated since 2013, the office works closely with the Royal Government and development partners in areas such as health, rule of law, and urban development. UNOPS provides technical expertise in infrastructure, procurement, project management, human resources, and financial management. In Lao PDR, UNOPS has been active since 2011, with a dedicated office in Vientiane established in 2017. The office focuses on health and good governance, delivering support in procurement, sustainable infrastructure, and project management to help strengthen national systems and service delivery.
Job Specific Context
Project Background Information
The project consists of the rehabilitation of the Mittaphab Hospital (Hospital 150) in Vientiane, capital of Lao PDR. By providing support to the Government, the project will contribute to enhancing the healthcare system of Lao PDR. With the overarching aim of rehabilitating the Mittaphab Hospital to ensure that quality health care to patients can be provided, the project scope consists of:
Coordination with the Ministry of Health and the hospital to validate the feasibility study completed in 2018 (this activity is completed);
Design, procure and execute the rehabilitation works;
Procure and install medical equipment in the rehabilitated services;
Design and implement a capacity building programme comprising Hospital Management, Hygiene, Waste Management, Infection Prevention and Maintenance Training.
This project is being funded by the Russian Federation, with an overall budget of ~13M USD and a duration of 6 years. The client is the Ministry of Health of the Government of Lao PDR and more specifically the Mittaphab Hospital as final user. The project team includes a Senior Project Manager, a Lead Construction Manager, a team of Biomedical, Electrical and Mechanical Engineers, a Project Management Support Associate, as well as a complete support team from the UNOPS EAPMCO office.
This is a Retainer position, not a full-time position. Retainers may be requested to carry out tasks on an intermittent and need basis. There are no minimum hours or days guaranteed.
Role Purpose
The Lead Electrical Engineer (Retainer) is responsible for providing on demand site supervision support in electrical engineering, depending on the need of the project, progress of the construction site and type of activities being implemented. The following specific works and installations are expected to be covered:
1000 kVA generator
1000 kVA transformer
Main distribution board
Isolated, monitored and backed up electrical system for operating theaters
Air Handling Units (AHU) for sterile environment (operating theaters) - HVAC system
Electrical installations in the New Toilet Building
Electrical installations in the Dormitories
Electrical works associated with the installation of new fire pumps and water transfer pumps
Replacement of identified electrical lighting, outlets and AC units in the main buildings of the hospital
Fire detection and fire alarm system
Functions / Key Results Expected
Under the direct supervision of the Lead Construction Engineer, the Lead Electrical Engineer (Retainer) will be responsible for the following tasks:
Assessment and Evaluation
In coordination with the other retainers and local construction supervisors, assess and evaluate the electrical system of existing facilities, identify existing electricity related problems and suggest appropriate solutions in consultation with the Lead Construction Engineer and Senior Project Manager;
Support in the supervision of the implementation of works and monitor the progress of the electrical related works according to contract schedules, specifications and project plans;
Review requests for clarifications from the contractor, on site conditions, related to electrical works and provide clarifications, instructions and / or technical solutions.
Design and specifications
When required, develop electrical design drawings and specifications as per UNOPS standards, local and international practices and codes;
Support the project team in the review of the documents provided by the contractor, such as shop drawings and any other related matter related to the electrical works.
Quality assurance
Support the project team in the verification of the undertaken measurements and quantities for executed electrical works reflected in the contractor payment requests;
Support the project team to ensure the strict implementation of quality assurance and quality control standards and procedures on sites and report regularly to the Lead Construction Engineer;
Assist in the preparation of progress reports on construction activities for electrical activities, based on specific demands by the Lead Construction Engineer.
Implementation support
Support in the implementation of Health, Safety, Social and Environmental measures related to electrical works at the project sites;
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN security Management System and that of UNOPS.
Supervise and report on the commissioning and testing of electrical works;
Research and prepare operational and maintenance plans for all electrical equipment installed.

Education Requirements
Required:
Bachelor’s degree (or equivalent) in Electrical Engineering or related fields with 7 years of relevant experience OR
Master’s degree (or equivalent) in above-mentioned fields with 5 years of relevant experience is required.
Professional certification in engineering (Electrical Engineering) is required. Please attach when submitting an application.

Relevant experience is work in the field of Electrical Engineering for design and supervision of infrastructure projects
Desired:
Experience in AutoCAD or other Computer-aided design software is an asset.
Experience in supervision of electrical works in health facilities including operating theaters is an advantage.
Experience in supervision of electrical rehabilitation works for existing facilities is an advantage.
