Job Overview/Summary:

The People and Culture (P&C) Manager is responsible for leading and delivering high‑quality People & Culture services in Rakhine State, in line with IRC policies, national labor regulations, and global best practices. Under the guidance of the Field Director and in close coordination with the Senior People & Culture team in Yangon, the role supports effective workforce planning, talent management, staff wellbeing, duty of care, people data, and compliance. The position also serves as the Safeguarding Focal Point for Rakhine State, contributing to a professional, respectful, and accountable working environment for all staff.

Major Responsibilities:

People & Culture Leadership and Advisory

  • Provide strategic and operational P&C advice to Field Management and Program Leads.
  • Support organizational change and workforce adaptation in coordination with Yangon‑based P&C leadership.
  • Ensure consistent application of IRC People & Culture policies, National Staff Personnel Policies (NSPP), and the IRC Way.
  • Actively contribute to organizational reviews of structure, HR policies and procedures and efficiency initiatives at field level.
  • Represent IRC on People & Culture matters with relevant stakeholders as required.

Talent Acquisition, Workforce Planning & Development

  • Responsible for leading all the steps of the recruitment cycle in line with IRC Talent Movement Framework and HR Best Practices for Rakhine field offices.
  • Ensure complete and auditable recruitment documentation, including vetting and reference checks.
  • Coordinate with the Yangon People & Culture team to design and deliver comprehensive onboarding, orientation, and mandatory learning programs for all staff, incentive workers/ ISC staff in Rakhine, including internal mobility, and regular policy refresher training.
  • Drive effective implementation of IRC performance enablement and development processes through regular training support.
  • Support managers and staff in career development planning, learning pathways, and internal mobility initiatives.

Compensation, Benefits & Payroll Coordination

  • Provide field‑level analysis and inputs to support salary and benefits review processes.
  • Prepare and submit accurate monthly payroll data to Yangon People & Culture for processing.
  • Ensure enrollment of all new hires in medical coverage from their first day of employment.
  • Support effective administration of staff benefits and act as the primary point of contact for staff compensation and benefits queries.

Staff Wellbeing & Duty of Care

  • Advise Field Management on staff well-being initiatives and psychosocial support mechanisms.
  • Promote a supportive work environment through team‑building, staff engagement activities, and wellbeing initiatives.
  • Provide guidance to staff on accessing health and wellbeing support services.
  • Facilitate referrals to appropriate professional support resources when needed.
  • Contribute to duty of care planning and implementation in high‑risk or emergency contexts.

Safeguarding & Safe Workplace (Safeguarding Focal Point – Rakhine)

  • Serve as the Safeguarding Focal Point for Rakhine State, in line with IRC’s safeguarding framework and policies.
  • Promote staff awareness of safeguarding principles, expected behaviors, and reporting mechanisms.
  • Act as a confidential and approachable resource for staff seeking guidance or support.
  • Work closely with the Sr. Safeguarding Manager to support prevention activities and follow‑up actions.
  • Ensure safeguarding considerations are integrated into People & Culture systems and practices.

People and Culture Operations & Administration

  • Ensure accurate, confidential, and up‑to‑date staff records and filing systems.
  • Manage HR databases, contracts, extensions, leave management, staff movements, and timesheet coordination.
  • Validate staff leave balances and support consistent application of leave policies.
  • Ensure employee separation processes are conducted in compliance with IRC policies and national legislation.
  • Coordinate separation documentation and reporting with Yangon P&C.
  • Adhere to Confidentiality of organizational and staff information.

Reporting, Coordination & Field Engagement

  • Prepare and submit regular P&C reports (recruitment, staffing, leave, contracts, staff movement) to Senior P&C Managers.
  • Ensure strong coordination safety and security team for staff movement tracker updates.
  • Conduct regular field visits across Rakhine State to engage with staff, listen to concerns, and provide practical solutions.
