BACKGROUND
Office for the Coordination of Humanitarian Affairs (OCHA) is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
Under the direct supervision of the Head of Field Coordination Unit in OCHA Mozambique – Pemba, the National Humanitarian Affairs Officer will be responsible for supporting the overall humanitarian coordination, emergency preparedness and response in Northern Mozambique (covering Cabo Delgado, Nampula and Niassa provinces) through the Pemba based Inter-Cluster Coordination Group (ICCG) and the Area Humanitarian Country Team (AHCT).
In particular, s/he will be supporting the coordination of the 2026 Mozambique Humanitarian Response Plan (HRP) and Emergency Response Plan (ERP) for Northern Mozambique through reporting, analysis and monitoring & evaluation. Moreover, s/he will be ensuring the regular monitoring and analysis of the humanitarian situation in Northern Mozambique, organizing various coordination forums including district coordination, drafting different kinds of documents and information products, to support reporting as well as and inputs towards high-level advocacy.
KEY DUTIES AND RESPONSABILITIES
Under the overall guidance and supervision of the Head of Field Coordination Unit in OCHA Mozambique – Pemba, the National Humanitarian Affairs Officer will be responsible for supporting the overall humanitarian coordination, emergency preparedness and response in Northern Mozambique (covering Cabo Delgado, Nampula and Niassa provinces) through the Pemba based Inter-Cluster Coordination Group (ICCG) and the Area Humanitarian Country Team (AHCT).
- Support in the coordination of humanitarian assistance in the context of Northern Mozambique (covering Cabo Delgado, Nampula and Niassa provinces) by supporting the inter-cluster coordination group (ICCG)
- Provide support to the Area Humanitarian Country Team (AHCT) in Pemba by preparing agenda, briefing documents, record of minutes and follow-up of action points.
- Humanitarian coordination with all partners including local NGOs, and liaison with INGD, provincial and district Government and with other counterparts
- Top quality advisory services to the partners including to local NGOs and facilitation of knowledge building and knowledge sharing
Ensures implementation of programme strategies focusing on achievement of the following results:
- Monitor, analyze and report on the humanitarian situation in Northern Mozambique (Cabo Delgado, Nampula and Niassa provinces) where a deteriorating humanitarian situation is reported due to insecurity/violence, climatic shocks, etc.
- Support the coordination of the 2026 Humanitarian Response Plan (HRP) for Mozambique and development of the 2027 Humanitarian Project Cycle (HPC), including by supporting common information processes such as preparedness, needs assessment, strategic planning, , implementation, and monitoring.
Support the effective management of key coordination meetings:
- Provide secretariat support to the Area HCT and ICCG, including drafting of agendas and invitations, drafting of preparatory documents and presentations, drafting of minutes and follow-up on agreed action points, in close consultation with the Head of Field Coordination and Head of Cabo Delgado Sub Office based in Pemba.
- Support the Head of Field Coordination Unit based in Pemba in strategic and operational coordination of the 2026 HNO/HRP for Mozambique through reporting, analysis and monitoring & evaluation, including through soliciting and consolidating necessary inputs from relevant partners and stakeholders, and preparing information products on needs, response and gaps.
- Collect and maintain primary data and information on the humanitarian situation in Northern Mozambique, that are required internally and externally to support decision-making.
- Support strategic and operational decision-making by processing and analyzing data and information and presentations.
Provides effective humanitarian coordination focusing on achievement of the following results:
- In collaboration with humanitarian partners, ensure the collection and analysis of best practices and lessons learned related to the latest humanitarian responses in the country (i.e. 2025 Humanitarian Response Plan for Mozambique, Emergency Response Plan (ERP), INGD Contingency plan, and Cholera Response Plan).
- Support the implementation of HCT Localization agenda in close collaboration with AHCT/ICCG partners, provincial authorities, stakeholders, Local NGOs, CSOs, etc.
- manage databases, spreadsheets, and other data tools; understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency, and comparability; consolidate operational information on a regular schedule to support analysis.
- Contribute to the preparation of various written reports and information management products, including documents and communications on the humanitarian situation in Northern Mozambique, situation reports, talking points, 5W updates, as well as donor reports, supporting reporting as well as corporate outreach and advocacy.
- Undertake and provide support to technical assistance and other field missions, e.g., participate in inter-agency multi-sectoral field missions/assessments.
- Support advocacy initiatives on humanitarian issues of concerns (protection of civilians, funding gaps, specific vulnerabilities, etc.)
- Maintain and follow-up the revision of the ICCG, AHCT, Government and partners’ mailing groups/lists including whatsapp and signal groups.
- Support the Provincial HCT Focal points in Nampula and Niassa, with coordinating the humanitarian response, when required
Support the effective liaison with the Government counterparts for humanitarian coordination and response:
- Ensure effective engagement with the relevant Government counterparts in preparedness, early warning and coordination of humanitarian response.
- Actively liaise with relevant provincial and district authorities (Government of Mozambique, INGD, SDPI, INAM, etc.), and humanitarian partners to triangulate humanitarian information and effectively identify and map humanitarian needs and response activities in assigned areas.
- Participate and represent OCHA in relevant Government-led meetings, coordination mechanisms, assessments etc.
- Co-chair district coordination meetings including setting agenda, taking minutes and following up on agreed action points.
Provides top quality advisory services to the partners and facilitation of knowledge building and management focusing on achievement of the following results:
- Maintain a network of contacts among key partners and stakeholders, including national NGOs and international NGOs, Red Cross Movement, district and provincial authorities and the humanitarian community.
- Provide frontline surge in response to new emergencies, the escalation of existing emergencies and/or to fill critical gaps.
- Carry-out other activities as requested by the Head of Field Coordination Unit and the Head of Cabo Delgado Sub Office based in Pemba.

QUALIFICATIONS
Education:
- Advanced university degree (Master’s degree or equivalent) in Political or Social Science, Law, International studies or other relevant degree is required, or
- A first-level university (bachelor’s) degree in the above fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience, Knowledge, and Skills:
- Minimum of 2 years (with Masters Degree) or 4 years (with Bachelors degree) of experience at the national level in humanitarian affairs, emergency relief management or development work is required.
- UN/NGO experience is an asset.
- Experience in inter-sectoral coordination is desirable.
- Experience in humanitarian emergency response coordination is required.
- Familiarity and good knowledge of environmental, social, political, and economic conditions of Northern Mozambique is an advantage.
- Proven abilities in data collection, compilation, analysis, and reporting with the ability to write in a clear and concise manner and effective oral communication is desired.
- Proven skills in conducting and participating in meetings and reporting is an asset.
- Experience in coordinating sectoral/multisectoral assessments is desirable.
- Proven Ability to work with multi-cultural teams and international professionals .
- Proven Ability to work under pressure and with tight deadlines.
Language Requirements:
- Fluency in English and Portuguese is required.
