The WBG Infrastructure Vice Presidency is responsible for getting the right public and private sector solutions to our operational teams and to our clients, and to produce scalable impact.  Its mandate is to deliver knowledge for impact to enable and support the WBG to achieve its goals in support of our mission and specifically: providing guidance on creating more and better jobs; supporting foundational infrastructure and human capital, policy environment, and private sector mobilization; focusing on agribusiness, healthcare, infrastructure, manufacturing, and tourism; and support and accelerate specific targets such as M300, Health 1.5bn, and SP 500. The VPU’s objectives in driving outcomes include replicating and scaling effective solutions, enhancing thought leadership and innovation, and delivering timely knowledge to client teams.

The Knowledge Bank’s Minerals and Metals Solutions and Impact team is responsible for ensuring that the right mix of best practice, investment and advisory solutions are made available to our clients and WBG operational teams in the Minerals and Metals sectors. 

The team is looking to recruit an Investment Officer (IO) covering the Minerals and Metals sector. The IO will be part of a team leading business development, project structuring, execution and portfolio management, as a part of the Knowledge Bank.  In addition, the IO will play a key role in knowledge sharing and dissemination across the WBG and Regional teams, with an emphasis on curated knowledge to support business development, market creation, innovation, and risk management. He or she will take responsibility to ensure best practices from investments in one region are shared and where possible replicated in other regions. The IO will also support relationship management of select global clients. 

The selected candidate will be based in Washington, D.C. and will report to the Senior Manager for Minerals and Metals Solutions and Impact, Infrastructure. The position will have a global focus and involve some travel commitments.

Duties and Accountabilities:

•  Support developing and maintaining strong relationships with strategic Minerals and Metals clients as well as banking and multilateral partners to develop a strong pipeline of good quality investment opportunities.
•  Work closely with other members of the IFC Minerals and Metals team, regional infrastructure teams, country managers and officers and other WBG colleagues to develop the Minerals and Metals sector pipeline, strengthen portfolio supervision and explore mining-related infrastructure opportunities. 
•  Collaborate with WBG and regional teams in developing sector and/or regional strategies and support related policy advisory or “upstream” work.
•  Review and analyze business opportunities, synthesize information into internal reports for decision making purposes.
•  Originate, evaluate, structure, negotiate, and close new transactions, portfolio restructurings, capital increases, equity sales, etc. Use strong negotiation skills to develop solutions and overcome impasses in complex transactions.
•  Coordinate closely with social, environmental, and technical assistance colleagues to add value to our clients' businesses, find pragmatic solutions to the specific sector challenges, and achieve sustainable development impact.
•  Contribute to dissemination of knowledge about Minerals and Metals within the broader infrastructure team via knowledge pieces, contribution to sector strategies, presentations, case studies, etc. 
•  Ensure best practices from investments in one region are shared, and where possible, replicated in other regions.
•  Lead and manage project teams, mentor and develop junior staff and analysts in the team.

Selection Criteria

•  MBA or equivalent qualification. 
•  At least 8-10 years of experience with a development finance institution (DFI), an international financial institution (commercial or investment bank), or a private equity firm with tasks related to financing minerals and metals projects in emerging markets.
•  Proven track-record of successfully sourcing, structuring and closing investments in the metals and mining sector.
•  Knowledge of the other various infra core sectors (power, transportation, utilities) will be a plus.
•  Financial Skills: experience in financial investment products including but not limited to project finance, corporate loans, and equity investment is essential. 
•  Experience in financial advisory will be a plus.
•  Strong business development and client relationship management skills demonstrated by track record and ability to focus on clients’ needs effectively.
•  Strong record of portfolio management of complex projects.
•  Sound business judgment in identifying potential business partners.
•  Ability to interact directly and independently with the senior management of potential clients, financial and technical partners, senior government officials as well as colleagues from various cultural backgrounds.
•  Highly motivated, committed to highest ethical standards.
•  Genuine commitment to sustainable development.
•  Proven ability to mentor junior investment staff.
•  Willingness to travel.
•  Excellent verbal and written communication skills in English.
