Job Description

Responsibilities

  1. Under the supervision of the Government and Legal Engagement Officer, support the Housing Project implementation inclusive of its components of legal perusal, capacity development, communication and engagement, and assist in programmatic, financial and administrative monitoring and reporting in line with IOM policies and practices, as well as donor requirements.

  2. Collect information on existing practices in legal sphere of Ukraine related to the Housing Project, provides basic legal compliance check. 

  3. Provide informal interpretation and written translation (English/Ukrainian and vice versa) which necessary, to support project implementation. 

  4. Support the preparation and review of legal documentation templates, such as MoUs, contracts and the pieces of national and municipal regulations, which aim to facilitate the Housing Project’s implementation.

  5. Maintain track records and take minutes of internal meetings, follow-ups on technical issues with municipalities and other state and municipal IOM partners in the Housing Project as well as external experts, if assigned.

  6. Assist in organizing and conducting Housing Project-related events (working groups, municipal, regional and national authorities and other stakeholders’ meetings, discussions, presentations, visits etc.).

  7. Monitor ongoing efforts of the Government of Ukraine to support IDPs with access to affordable housing and provide summary findings and regular updates to the National Legal Officer (Housing) and project team.

  8. Support collecting of documents needed for the registration or re-registration of the Housing project as an International Technical Assistance (ITA) project, in accordance with national regulations, if required.

  9. Support collecting inputs for provision of legal analysis and advice, as required, to address issues arising in the implementation of the Housing project.

  10. Perform such other duties as may be assigned.

Qualifications

EDUCATION

  • High school diploma/certificate or equivalent with at least six years of relevant work experience   

OR 

  • Bachelor’s degree in law or a related field from an accredited academic institution with four years of professional experience.

EXPERIENCE

  • Proven reporting and writing skills. 

  • Experience in working with Ukrainian government and civil society counterparts. 

  • Experience in working with state and municipal authorities. 

  • Experience supporting activities related to vulnerable populations.  

  • Experience supporting the registration of the ITA projects. 

  • Experience in the housing policy area is an advantage. 

SKILLS

  • Knowledge of Ukrainian Good knowledge of the project implementation, internal UN guidelines and procedures, in particular procurement and finance issues.

  • Knowledge of UN and bilateral donor programming.

  • Knowledge of ITA registration regulations.
