This is an expedited recruitment process open only to:

a) Internal candidates and
b) Former IOM staff members who were separated in the last 12 months due to the structural adjustment process.

Context

Under the direct supervision of the Chief of Mission, in coordination with department heads and project managers, and relevant units at Headquarters (HQs) and Regional Office (ROs) in Cairo, the Programme Engineer will be responsible for the implementation of the activities related to the engineering project works for the various programs of IOM Libya.

Responsibilities

  1. Undertake technical assessments  and contribute to the preparation of designs and specifications, planning, quality controls and field supervision of engineering and construction  works under various programs of the mission.

  2. Assist in coordinating  all technical design and specification for any kind of construction  and monitoring the quality, standards, timelines and interfacing issues with IOM project management team and field engineers  technical aspects, contractors, suppliers and stakeholders under his/her area of expertise.

  3. Prepare detailed refurbishment and implementation plans for all departments in the mission including for community stabilization activities, Water, Sanitation, and Hygiene (WASH) activities, rehabilitation of infrastructure to improve the reception and conditions of migrants as well as border facilities which clearly establish cost estimates, activities, milestones, implementation phases and timeframes.

  4. Assist in developing a detailed and clear risk management plan for rehabilitation and construction projects taking account of the local operating environment, and any local issues relevant to each site and identify possible solutions in consultation with project management teams.

  5.  Verify compliance with all relevant IOM guidelines with regard to tendering procedures, contractor selection and  monitoring of works.

  6. Work closely with the Procurement team throughout the procurement process including the development of Requests for Quotation, evaluation of bids, issuing of contracts, preparing Variation Orders and reviewing Inspection Reports.

  7.  Coordinate the Quality Assurance (QA) / Quality Control (QC) monitoring of all project activities during construction, i.e. materials / products are factory tested (FAT) and site tested(SAT), overall testing and testing and commissioning, and through substantial completion/ handover of the project.

  8. Prepare reports on project implementation status as required. Maintain daily site reports on contractor performance and compile periodic updates on overall project progress. Identify and report any construction-related issues or challenges, along with recommended solutions, to the Senior Programme Coordinator.

  9. Participate in and contribute to project level coordination meetings with relevant IOM staff members, contractors and stakeholders, including WASH UN cluster.

  10.  Maintain document controls for engineering work including communication records with contractors/stakeholders. 

  11.   Support contractors payment process  and conduct site inspection to support verification of work completed  according to the design intent, specifications and method statements.

  12. Undertake duty travel as needed to assist with the monitoring  of refurbishment works.

  13. In coordination with  supervisor , liaise and meet with relevant donors/stakeholders on a regular basis to share progress reports and challenges encountered.

  14. Perform such other duties as may be assigned.

Qualifications

Education

  • Master’s degree in Civil Engineering or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in construction engineering including projects related to civil works, public services, office buildings, road construction, industrial buildings etc;
  • Significant experience as onsite field manager of rapid set up projects and in design of community projects;
  • Previous experience in humanitarian projects;
  • Experience of working with local and international humanitarian communities desirable; and,
  • Extensive work experience in the field of migration and refugee assistance in post-conflict zones and in a high-risk environment. Ability to supervise, direct, coach and mentor staff.

Skills

  • Full Working Knowledge of AutoCAD required;

  • Drive for results and with effective resource management skills;
  • Excellent communication and negotiation skills. Understanding of complex social-political environments;
  • Ability to work under extreme pressure in difficult conditions while maintaining security awareness;
  • Flexibility and focus on processes and their improvements; and,
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.

Languages:

IOM’s official languages are English, French and Spanish. 

For this position, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
