Job Description
Within the Department of Mobility Pathways and Inclusion (DMPI), the Migration Health Division (MHD), has the institutional responsibility to oversee, support and coordinate IOM’s provision of migration health services globally. Through MHD, IOM delivers and promotes comprehensive, preventive and curative health programmes that are beneficial, accessible, rights-based and equitable for migrants and communities. IOM fosters an enabling environment to advance evidence-informed, inclusive health and migration policies, thereby enhancing migrants’ empowerment, inclusion and resilience, while contributing to improved public health for all. To fulfil its strategic objectives, IOM collaborates with partners to ensure that migrants and communities achieve the highest attainable standard of health and well-being along migration pathways.
With more than 2,000 staff engaged in migration health programming worldwide, there is a significant
need to support ongoing professional development and build capacity for the effective delivery of health activities. Capacity building and continuous training are integral to MHD, ensuring the provision of high-quality, people-centred care in alignment with internal and international standards. To this end, the National E-Learning Platform Officer will coordinate and support the implementation, operation, and continuous improvement of MHD e-learning platforms and tools. This position focuses on platform functionality, user support, and system optimization, without involvement in content creation. Under the direct supervision of the Senior Health Operations and Compliance Officer the successful candidate will work closely with HQ and regional teams to ensure the platforms meet operational and compliance needs.
Responsibilities
- Manage day-to-day operations of MHD e-learning platforms (LMS and related tools).
- Coordinate user access, role-based permissions, and external user registration.
- Support integration with IOM IT infrastructure and HR data systems.
- Liaise with IT and external vendors for troubleshooting and updates.
- Provide technical support and training to LMS users.
- Develop user guides, FAQs, and tutorials.
- Serve as focal point for platform-related queries from field missions and external partners.
- Generate usage, progress, and compliance reports.
- Support certification tracking and automated reminders for mandatory trainings.
- Contribute to M&E through feedback collection and system analytics.
- Collaborate with HQ and regional teams to align platform features with strategic needs.
- Coordinate onboarding and structured learning pathways in collaboration with content teams.
- Maintain digital repositories and searchable course catalogues.
- Support roster functionality for identifying trained staff for deployments.
- Perform other duties as may be assigned.
Qualifications
EDUCATION
- Master’s degree in Instructional Design, Education, Learning and Development, Information and Communications Technology, or related field from an accredited academic institution ; or
- University degree in the above fields with two (2) years of relevant professional experience.
- Excellent knowledge of learning theories and instructional design models.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
EXPERIENCE
- Experience in LMS administration, e-learning platforms, or digital training tools.
- Demonstrated experience in managing or supporting e-learning systems, including user management, troubleshooting, and platform optimization.
- Experience in instructional design, training coordination, and capacity-building activities, especially in education, health, or development sectors.
- Familiarity with SCORM-compliant platforms, Moodle, Articulate, Google and Microsoft education tools is an asset.
- Familiarity with Learning Management System platforms and standards
- Experience working with diverse stakeholders (e.g., government, NGOs, academic institutions) and
managing training logistics, reporting, and evaluation. - Experience in mentoring, developing training materials, and facilitating learning events is desirable.
- Experience in project management, monitoring and reporting.
