Organizational Context and Scope

IOM has been working on migration, environment, climate change and disaster risk reduction (MECR) for over 30 years. IOM’s Migration, Environment, Climate Change and Risk Reduction activities bolster local and national initiatives to prevent and prepare for disasters and related population movements, provide emergency assistance and protection where displacement cannot be avoided, and foster post-disaster recovery solutions and resilience-building.
In line with the IOM Institutional Strategy on Migration, Environment and Climate Change 2021-2030, the Organization pursues three broad objectives in managing environmental migration, intervening at each stage of the migration cycle: 1. “Solutions for people to move” - Managing migration in the context of climate change, environmental degradation, and disasters due to natural hazards. 2. “Solutions for people on the move” - Assisting and protecting migrants and displaced persons in the context of climate change, environmental degradation, and disasters due to natural hazards. 3. “Solutions for people to stay” - Making migration a choice by building resilience and addressing the adverse climatic and environmental drivers that compel people to move.
The Regional Responses to Climate Displacements in Sub-Saharan Africa (RE2CLID) project aims to enhance the resilience and self-reliance of Displacement-Affected Communities (DACs) in Sub-Saharan Africa who face the risks of disasters, the adverse effects of climate change and environmental degradation. This initiative targets the highly vulnerable region of the Lake Tanganyika Basin, spanning Burundi, the Democratic Republic of Congo, and Tanzania (i.e. Cluster 1).
The project employs an area-based approach focusing on averting displacement, minimizing displacement impacts, and resolving existing displacement situations. It emphasizes gender-responsive disaster forecasts and management systems, sustainable natural resources governance, and enhancing the resilience and self-reliance of DACs to reach durable solutions. Key activities include strengthening early warning systems, promoting sustainable land use and natural resource management, and integrating DACs into national and local disaster response frameworks.
By addressing the root causes of climate-induced displacement and fostering inclusive, climate-resilient solutions, RE2CLID aims to reduce vulnerability and enhance long-term sustainability in affected communities. This initiative is aligned with regional and international frameworks, including the Paris Agreement, the Sendai Framework for Disaster Risk Reduction, and the Global Compact for Migration and Refugees.
Under the overall supervision of the Chief of Mission, the direct supervision of the Project Officer (DRR-CCA) and the technical supervision of the MEAL Officer, the successful candidate will carry out  MEAL operational activities of the RE2CLID project (Specific Objectives 1 and 3) in DRC in liaison with other IOM programming and implementing partners and the cluster MEAL coordinator in Burundi.
 

Responsibilities

  1. Provide  support to strategic decision-making, by  processing, analysing  and  presenting disaster risk data, displacement trends and climate vulnerability information, in close coordination with GIS and database functions and in  alignment with project strategic objectives on disaster forecasting and resilience building.

  2. Support the design, refinement and quality assurance of MEAL and data collection tools, including multi-hazard risk mapping, displacement tracking and climate vulnerability assessments, and  the development of robust M&E frameworks and databases to monitor project results.
  3. Coordinate with implementing partners and relevant stakeholders to  implement and monitor data exchange and data-sharing protocols in  compliance with data protection, ethical standards and IOM information governance policies.
  4. Contribute to review and strengthen data collection methodologies and indicators, particularly those related to disaster displacement, risk mapping and durable solutions, to improve methodological coherence, relevance and usability for programming and reporting.
  5. Participate in capacity-building initiatives for field staff, government counterparts and partners on MEAL systems, data collection tools, GIS-supported assessments, early warning systems and community-based monitoring approaches.
  6. Assist in coordinating and monitoring data collection and data management processes,  verifying data quality, consistency, timeliness and integrity across GIS platforms, databases and field-based assessments.
  7. Support the analysis and synthesis of quantitative and qualitative data to produce high-quality analytical reports, dashboards and briefs that inform disaster risk reduction strategies, early warning systems and resilience-building interventions.
  8. Support the development, maintenance and continuous improvement of data visualization products, including risk information portals, dashboards and web-based maps, to enhance evidence-based decision-making and information dissemination.
  9. Support the production and validation of GIS products for operational and strategic use, such as evacuation maps, risk atlases, vulnerability profiles and displacement heatmaps, ensuring accuracy and relevance for stakeholders.
  10. Work with IOM DTM units and data partners to  support coherent displacement‑risk monitoring and integrate all relevant data into centralized project systems.
  11. Support institutionalization and sustainability of information systems, including  supporting the technical aspects of the transfer of risk information platforms and tools to government counterparts, and the strengthening national capacity for their long-term management.
  12. Work closely with the MEAL Officer to  support the monitoring of project MEAL databases and indicator tracking processes  the timely, accurate and results-based reporting aligned with donor and IOM requirements.
  13. Provide  technical  support on disaster risk and displacement information management, including evacuation planning datasets, displacement databases and climate vulnerability mapping, to support programme design and adaptive management.
  14. Conduct field missions as required to support  data collection, validation, quality control and monitoring of DRR activities, early warning mechanisms and community resilience interventions.
  15. Perform other related duties as assigned.
     

Qualifications

Required Qualifications and Experience

Education

  • Bachelor’s degree from an accredited academic institution in Monitoring and Evaluation, Social Sciences, Statistics, Information Management, Development Studies or a related field, with a minimum of four (4 ) years of relevant professional experience in MEAL or results-based programme monitoring. Or 
  • Completed secondary education with a minimum of six (6 ) years of progressively responsible professional experience in Monitoring, Evaluation, Accountability and Learning (MEAL), results-based management, data analysis or information management within humanitarian or development programmes.
     

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Robust MEAL Systems Design & Implementation
    Demonstrated ability to design, operationalize and manage comprehensive MEAL systems, including results frameworks, monitoring plans, data quality assurance processes (DQAs), accountability mechanisms, and learning agendas that drive evidence‑based decision‑making in humanitarian and development contexts.
  • Advanced Data Collection, Management & Quality Control
    Proven experience leading end‑to‑end data processes—designing tools, supervising field data collection, cleaning and validating datasets, ensuring secure data storage and compliance with data protection standards; practical familiarity with mobile data collection platforms such as KoboToolbox and ODK.
  • Analytical Skills & MEAL Reporting Products
    Strong capacity to analyze complex qualitative and quantitative datasets, generate actionable insights, and produce user‑friendly MEAL products (dashboards, analytical reports, indicator performance trackers, infographics) that support adaptive management and programmatic learning.
  • Results‑Based Monitoring Frameworks & Donor‑Aligned Reporting
    Skilled in developing and maintaining monitoring frameworks, SMART indicators, logical frameworks (logframes), and reporting systems aligned with project outcomes, donor requirements, and organizational MEAL standards; experienced in consolidating data into coherent periodic reports and performance reviews.
  • Coordination, Accountability & Learning Facilitation
    Excellent coordination, communication and organizational skills, with experience collaborating with government counterparts, UN agencies, NGOs, and institutional partners; adept at facilitating learning events, after‑action reviews, and feedback loops, while integrating cross‑cutting themes such as GIS, risk analysis and displacement monitoring to strengthen MEAL outcomes in DRR, climate and displacement‑related programming.
     

Skills

  • Have an in‑depth knowledge of MS Office and advanced skills in data science and/or statistics, including knowledge of database management, statistical software (Excel, SPSS, STATA, Epi Info, etc.), visualization software (PowerBi, Tableau, etc.) and project management.
  • Familiarity with GIS, hazard mapping, and spatial analysis tools (e.g., ArcGIS, QGIS) to support risk-informed monitoring; knowledge of IOM DTM and national DRR systems is an advantage.
  • Excellent coordination and stakeholder engagement skills, collaborating effectively with government counterparts, UN agencies, NGOs, partners, and communities, and supporting capacity-building initiatives.
  • Proven operational, organizational, and communication skills, including conducting field-based monitoring, validating data, managing multiple priorities, and producing clear, actionable MEAL products under tight deadlines.
     

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in French is required (oral and written) and technical knowledge of English.

Knowledge in Swahili is an advantage
