Organizational Context and Scope
IOM has been working on migration, environment, climate change and disaster risk reduction for over 30 years. IOM’s Migration, Environment, Climate Change and Risk Reduction (MECR) activities bolster local and national initiatives to prevent and prepare for disasters and related population movements, provide emergency assistance and protection where displacement cannot be avoided, and foster post-disaster recovery solutions and resilience-building.
In line with the IOM Institutional Strategy on Migration, Environment and Climate Change 2021-2030, the Organization pursues three broad objectives in managing environmental migration, intervening at each stage of the migration cycle: 1. “Solutions for people to move” - Managing migration in the context of climate change, environmental degradation, and disasters due to natural hazards. 2. “Solutions for people on the move” - Assisting and protecting migrants and displaced persons in the context of climate change, environmental degradation, and disasters due to natural
hazards. 3. “Solutions for people to stay” - Making migration a choice by building resilience and addressing the adverse climatic and environmental drivers that compel people to move.
The Regional Responses to Climate Displacements in Sub-Saharan Africa (RE2CLID) project aims to enhance the resilience and self-reliance of Displacement-Affected Communities (DACs) in Sub-Saharan Africa who face the risks of disasters, the adverse effects of climate change and environmental degradation. This initiative targets the highly vulnerable region of the Lake Tanganyika Basin, spanning Burundi, the Democratic Republic of Congo (DRC), and Tanzania (i.e. Cluster 1).
The project employs an area-based approach focusing on averting displacement, minimizing displacement impacts, and resolving existing displacement situations. It emphasizes gender-responsive disaster forecasts and management systems, sustainable natural resources governance, and enhancing the resilience and self-reliance of DACs to reach durable solutions. Key activities include strengthening early warning systems, promoting sustainable land use and natural resource management, and integrating DACs into national and local disaster response frameworks.
By addressing the root causes of climate-induced displacement and fostering inclusive, climate-resilient solutions, RE2CLID aims to reduce vulnerability and enhance long-term sustainability in affected communities. This initiative is aligned with regional and international frameworks, including the Paris Agreement, the Sendai Framework for Disaster Risk Reduction, and the Global Compact for Migration and Refugees.
Under the overall supervision of the Chief of Mission, and the direct supervision of the Project Officer (DRR-CCA) and the technical supervision of the Transition and Recovery Project Manager, the successful candidate will carry out the operational and coordination activities of the RE2CLID project (Specific Objective 3) in DRC in liaison with other IOM programming.
Responsibilities
- Support the Project Manager in coordinating stabilization and recovery project implementation with Congolese institutions, including the Provincial Government of South Kivu, relevant line ministries, and the Provincial Durable Solutions Working Group (DSWG) in alignment with the National Durable Solutions Strategy and the National DRR Strategy (2025–2030)
- Assist in the coordination and implementation of SO3 activities, including multi-stakeholder consultations with Displacement-Affected Communities (DACs) and host communities to identify priorities for durable solutions.
- Support community-based planning (CBP) processes for the rehabilitation of essential public infrastructure and the development of inclusive local development plans.
- Support livelihood activities, vocational training, and income-generating activities in climate-resilient and green value chains, including sustainable agriculture and agro-processing.
- Support the establishment, strengthening, and accompaniment of community management committees, cooperatives, and Village Savings and Loan Associations (VSLAs).
- Promote social cohesion, peaceful coexistence, and inclusive local governance through community dialogue platforms, sensitization campaigns, and socio-cultural initiatives, with specific attention to women, youth, and marginalized groups.
- Support the Project Manager in project monitoring and evaluation, including data collection for multi-sectoral needs assessments, regular monitoring exercises, evaluations, and durable solutions studies.
- Contribute to the monitoring of the implementation and progress of the Provincial Durable Solutions Strategy and its Operational Plan, in close coordination with provincial authorities and the DSWG.
- Support capacity-building initiatives for local governance and community structures, including participatory needs assessments and conflict and safety diagnostics related to displacement and resource access.
- Support humanitarian and development actors to strengthen community-based Information, Counselling and Referral Services (ICRS) and support the mapping of social protection frameworks for displacement-affected populations.
- Support the technical, operational, and administrative follow-up of SO3 activities in coordination with other project components and implementing partners, ensuring compliance with “Do No Harm” and conflict-sensitive approaches.
- Contribute to the timely preparation of project reports
- Perform any other related duties as required by the supervisor.
Qualifications
Required Qualifications and Experience
Education
- University degree (Bachelor's degree or higher) in Social Sciences or Community Development, Law, International Relations, Sustainable Solutions, Humanities and/or Development with four years of relevant experience, or
- School diploma with six years of relevant experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in project management (stabilization, democratic dialogue, governance, land tenure, sustainable solutions, justice, community mobilization).
- Proven expertise in the implementation of sustainable solution projects and community reintegration, particularly in the areas of stabilization, democratic dialogue, land tenure, justice, and security.
- Good knowledge of the areas of intervention and the various local dynamics is an asset.
Skills
- Ability to use specialized technical knowledge to achieve set objectives.
- Ability to effectively coordinate activities in collaboration with other implementing partners.
- Ability to work effectively with local authorities, stakeholders, beneficiaries, and the community at large.
- Proficiency in computer software (Microsoft Office).
- In-depth knowledge of project management.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, Fluency in French is required (spoken and written)
Working knowledge of English, Lingala and/or Swahili local; languages is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
