The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
According to its mandate, the OSCE Programme Office in Astana is entrusted with supporting Kazakhstan in implementing OSCE principles and commitments in all three dimensions within the OSCE framework approach to co-operative security, and in the regional context.
The Office of Head of Mission plays a key role in supporting the Mission in the effective implementation of the mandate, providing effective leadership for its implementation.
Objective of Assignment:
To enhance the visibility, coherence, and strategic impact of the OSCE Programme Office in Astana’s communications through professional management of media relations, social media platforms, and digital content.
Duration of Assignment:
9 months
Tasks and Responsibilities:
The incumbent will support the Office’s activities in the Office of the Head of Mission, and in particular, support its visibility efforts inter alia on social media.
The incumbent will lead and manage social media content, which includes planning, creating, posting, and sharing content (original text, images, video, Stories, Reels), under the guidance of the Deputy Head of Mission and in co-ordination with the OSCE Secretariat. The incumbent will also have the opportunity to develop his/her professional skills in an international environment.
Deliverables:
1. Social Media Management
• Develop and implement a monthly social media content plan.
• Ensure a minimum of 12–15 quality posts per month across platforms (Instagram, X, Facebook).
• Increase engagement rate and audience reach compared to baseline metrics.
2. Website and Digital Content
• Prepare and publish at least 2–4 website updates/news items per month.
• Ensure timely updates of the Office’s webpage and intranet content.
• Maintain consistency with OSCE branding and communication standards.
3. Media Relations
• Maintain and update a media contact database.
• Facilitate media attendance at key Office events.
• Secure media coverage for major activities (press releases, interviews, features).
4. Event Coverage and Documentation
• Provide photo and video coverage of official events.
• Produce short video reels/highlights for major events (as applicable).
• Accompany the Head of Mission and senior OSCE officials to events as required.

Necessary Qualifications:
• Minimum 5 years of experience in communications, public relations, ideally in international contexts;
• Excellent knowledge of Instagram, X, Facebook, and other social media best practices;
• Ability to work with professional photo and video equipment;
• Ability to produce high-quality social media content;
• Strong writing and communication skills in Russian, Kazakh, and English languages;
• Readiness to accompany the Head of Mission and other senior OSCE officials to events and visits;
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
• Ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different genders, and diverse political views, while maintaining impartiality and objectivity.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates. It will be discussed during the interview. Payment will be transferred in local currency (tenge) to the bank account of the consultant.
