Technical Product Manager STOCKHOLM Platform*
WHH Bonn / Berlin with option Germany home based
The position is to be filled as soon as possible, with a contract duration till end June 2027. There are good prospects for an exension. Employment location will be at WHH Bonn / Berlin with option Germany home based.
As Technical Product Manager STOCKHOLM platform you will contribute to the success of the ESUPS project by leading the STOCKHOLM platform development in a technical and coordination capacity. The main objectives are: strategic goal definition, prioritisation, delivery governance, and the execution of process and quality assurance on deliverables by an external developer team. The focus is
on rapid stabilisation and further development, a transparent roadmap, and risk- and quality-managed delivery.
The position will require to be the interface between the ESUPS team members and the many STOCKHOLM usersand the external STOCKHOLM developer team to translate the needs into technical requirements. You will then project manage the developments of these requirements.
Your responsibilities
- Serve as the main focal point between the contracted development company and the humanitarian partners network with an immediate interest on the implementation of API’s between STOCKHOLM and partners ERP or WMS
- Translate humanitarian use needs and requirements into functional and technical specifications.
- Facilitate sprint planning, backlog grooming, and delivery reviews based on agile methodologies
- Manage the feature roadmap and ensure timely, quality delivery aligned with ESUPS’s strategic goals
- Coordinate with external stakeholders (NGOs, UN, national governments) to collect feedback and prioritise enhancements
- Conduct cost-benefit evaluations of proposed solutions by developers and recommend alternatives when appropriate
- Support the user acceptance testing (UAT) processes by the developers and documentation review
- Regularly coordinate data cleaning in the STOCKHOLM platform
- Keep track of the metrics to follow up the usage details of the platform by our users
- Liaise with Welthungerhilfe DSO unit to access all necessary software’s required to efficiently perform the required duties
- Actively participate in technical design and architecture discussions related to STOCKHOLM’s developments including topics like maps and shapefiles, or integration of AI.
- Assess, review, and validate developers’ work for feasibility, alignment with best practices, and integration risks.
- Provide hands-on support with small fixes, prototypes, or data logic improvements—especially where ESUPS can save development costs by handling minor items internally.
- Provide clear guidance on interface and usability, ensuring a smooth experience for a non-technical humanitarian audience.
- Review visualizations and outputs to ensure that data insights are accessible, readable, and actionable.
- Facilitate user feedback loops to guide continuous interface improvements.
- Design and manage the technical strategy of the STOCKHOLM platform analytics with academics (PSU, MIT, Ozyegin, etc..), corporate partners (T&T, Gurobi…) and data owners (Em-Dat, humanitarian partners…).
- Coordinate with the data scientist and project manager at T&T (the developers), Gurobi and partners academics to implement and improve the existing linear optimization model using R, Python, Gurobi (integration of an anticipation analysis or of a carbon calculator)
Your profile
- Demonstrated and significant experience in the humanitarian digital sector, especially in logistics/supply chain and, data systems coordination and development
- At least 8 years of experience in technical product/project roles, ideally in complex multi-stakeholder and in the humanitarian environments
- Proven experience with Azure DevOps and CI/CD pipelines, as well as familiarity with Microsoft Azure services/ AWS and Google Cloud
- Strong working knowledge of .NET, ASP.NET Core, C#, WebAPI, SQL Server and Entity Framework
- Solid understanding of modern JavaScript (ES6+/ JavaScript/TypeScript, Node.js; HTML/CSS), particularly in front-end frameworks such as React or Vue
- Familiarity with REST APIs (design, testing, integration)/ API gateway patterns; data interfaces and integration flows
- Solid knowledge in database principles, integartion and operational use: SQL and NoSQL
- Good understanding of data analytics & GIS and potenteial use of AI integration: Python and R/ PyTorch, TensorFlow, N8N, CLI agents (for AI and deep learning)/ GIS platforms / PowerBI/ SPSS/Maple/ Labview
- A University or College Degree in Computer Science or a related field
- Ability to contribute to interactive dashboards and frontend feature improvements
- Basic understanding of software design patterns and architectural principles
- Willingness to execute long distance travels
- Fluency is required in English and Spanish, and French language skills would be a plus
