Organizational Setting and Reporting Relationship
The position of Project Analyst is assigned to the Cambodia Resident Mission (CARM) within the Southeast Asia Department (SERD). You will be based at our Resident Mission Office in Phnom Penh, Cambodia.
You may report to the designated Technical International staff and/or officer.
Your Role
As a Project Analyst, you will provide statistical and analytical support to the portfolio management functions, processing and administration of loans, grants and technical assistance in CARM.
You will:
Portfolio Data Management and Reporting
- Maintain databases for Cambodia's project and sector portfolio (loans, grants, and technical assistance) using eOperations (eOps) and other ADB systems.
- Collect, analyze, update, and consolidate portfolio data on performance, trends, and issues.
- Process data into meaningful reports for portfolio performance monitoring and country portfolio reviews.
- Respond to requests from ADB colleagues for project and portfolio information and organize project files for easy retrieval.
Project Implementation Monitoring and Support
- Assist Project Officers in monitoring implementation progress against agreed targets (e.g. physical progress, contract awards, and disbursements).
- Identify implementation shortfalls, analyze underlying causes, and follow up with executing agencies (EAs) as required.
- Participate in project-related missions and support data collection, reconciliation of project accounts, and compliance with loan covenants.
Financial Management and Compliance Support
- Review audited project financial statements and liaise with financial management specialists.
- Ensure compliance with financial agreements and provide guidance to Executing Agencies on required follow up actions.
- Process withdrawal applications, prepare procurement contract summary sheets, and follow up on contract management matters.
Operational Procedures and Advisory Support
- Advise Project Officers on applicable rules and procedures, including project administration instructions, disbursement handbooks, financial management guidelines, and government SOPs.
- Support EAs by familiarizing them with ADB's loan, grant, and technical assistance procedures.
Project Documentation and Knowledge Support
- Contribute to the preparation and updating of project administration manuals (PAMs) by gathering data, consolidating inputs, and drafting assigned sections.
- Assist in the preparation of project related reports, applications, and documentation as required.
Qualifications
You will need:
- Bachelor's degree in business management, economics, financial management or related fields.
- At least 5 years of relevant work experience; related experience in international agencies and certification in Procurement Accreditation Skills Scheme (PASS) will be preferred.
- Demonstrated knowledge and understanding of operational processes and procedures of ADB or other international organizations.
- Proven ability to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing the data, and prepare notes, papers and sections of reports.
- Proficiency in using software applications for Microsoft Word, Excel, Powerpoint, Photoshop and database applications.
- Capability to work collaboratively with teams and individuals from diverse backgrounds.
- Capability to establish and maintain productive contacts with appropriate officials of host government, donor agencies and executing agencies.
- Proficiency in verbal and written English communications.

Additional Information
This appointment is open to internal and external applicants
This opening is a local staff position. It is open only to nationals and permanent residents of Cambodia.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
