The consultants will support adaptive planning, implementation, and performance monitoring of key nutrition programmes—including PIMAM, Nutrition in Emergencies (NiE), MIYCF, nutrition governance, and supply chain management—ensuring that interventions are responsive, evidence-based, and effectively delivered across diverse local contexts. Each consultant will also provide targeted technical support aligned with their assigned area of focus, while working closely with government partners, stakeholders, and UNICEF teams to strengthen systems, enhance coordination, and improve service delivery at the subnational level. For every child, the right to adequate nutrition

UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

How can you make a difference? 

Under the supervision of the Nutrition Specialist, the Consultant will provide technical and operational support for the implementation of activities through nutrition planning, advocacy, systems strengthening, and monitoring and evaluation.

Overall, the consultant is expected to undertake the following tasks, mainly at the subnational level:

Philippine Integrated Management of Acute Malnutrition (PIMAM)

  • Provide technical implementation support and performance monitoring to DOH Centers for Health Development (CHDs), PhilHealth Regional Offices, LGUs, and UNICEF institutional and individual contractors in the accelerated accreditation and service activation of the PhilHealth SAM Outpatient Therapeutic Care (OTC) package, including assessment of service readiness, identification of implementation bottlenecks, and provision of technical inputs to improve service delivery and uptake.
  • Provide technical subnational implementation support, coordination, and performance monitoring and reporting to DOH Centers for Health Development (CHDs), PhilHealth Regional Offices, LGUs, UNICEF Institutional and individual Contractors in the accelerated accreditation and service activation for the PhilHealth SAM OTC package 
  • Provide subnational technical support in PIMAM capacity building, program implementation (active case finding strategies, management, and referral pathway strengthening), and quality assurance
  • Ensure sufficiency of PIMAM commodities
  • Contribute to PIMAM-related data monitoring, including periodic updating of regional accreditation dashboards within the covered areas
  • Work with institutional TA provider in supporting LGUs in navigating reimbursement processes under the SAM OTC package, identifying financing bottlenecks affecting utilization, and contribute to strengthening alignment with Special Health Funds and UHC reforms

Nutrition in Emergencies (NiE)

  • Support UNICEF staff in fulfilling its role as Nutrition Cluster co-lead by strengthening coordination across the DRRM cycle at the subnational level.
  • Support the implementation of preparedness activities  include anticipatory action
  • Ensure RUTF and essential nutrition commodity pre-positioning needs in the respective areas 
  • Support agile post-disaster nutrition assessments, swift delivery of minimum service package, monitoring, high frequency reporting, and stock taking 
  • Provide technical support to the design and delivery of NiE capacity building activities, including development and contextualization of training content, facilitation of selected sessions, and provision of technical inputs to strengthen competencies in emergency nutrition programming (e.g., coordination, service delivery, and information management).
  • Ensure emergency response data feeds into routine monitoring systems.

MIYCF 

  • Provide technical assistance in the conduct of MIYCF trainings by serving as resource speakers providing expert technical knowledge and practical application in the context of primary health care. 
  • Support cluster regions (Luzon, Visayas and Mindanao) in the development of rollout plans for MIYCF training implementation. 
  • Serve as a resource speaker, as needed, during regional- and provincial-led trainings. 
  • Provide expert technical guidance to health and nutrition managers in the conduct of supportive supervision activities to strengthen MIYCF implementation. 
  • Monitor the implementation of MIYCF interventions and support the generation, consolidation, and reporting of related data. 

Nutrition Governance 

  • Provide technical assistance in the conduct of Nutrition Leadership and Governance-Nutrition Program Management trainings with Provincial Nutrition Committees. 
  • Follow up and provide expert technical guidance with Provincial Nutrition Committees on the development of costed Provincial Nutrition Action Plans (PNAPs) with integrated Social and Behavior Change (SBC) strategies. 
  • Coordinate the rollout of the Child Budget Tagging tool following the inclusion of nutrition priorities in the Annual Investment Plan (AIP). 
  • Support the conduct of coaching and mentoring activities for Governors and Provincial Nutrition Committees. 
  • Monitor the implementation of PNAPs, ensuring that costing and resource utilization are properly applied. 
  • Ensure that provinces provide support to municipalities in the implementation of their Municipal Nutrition Action Plans (MNAPs). 

Supply Chain 

  • Provide technical assistance to regional offices in tracking nutrition commodities, particularly those used for the treatment of Severe Acute Malnutrition (SAM)—such as Ready-to-Use Therapeutic Food (RUTF), therapeutic milks, and ReSoMal—as well as other commodities supported under the UNICEF Nutrition Match Fund initiative (e.g., Vitamin A supplementation, Multiple Micronutrient Supplementation [MMS], Balanced Energy-Protein supplements [BEP], and Small- and Medium-Quantity Lipid-based Nutrient Supplements [SQ-LNS/MQ-LNS]). 
  • Establish a tracking mechanism and collaborate with regional offices to monitor nutrition commodity stock levels and prevent stockouts, coordinating closely with the national level as needed. 
  • Support the coordination with the contractor conducting the supply chain assessment, ensuring timely collaboration with regional offices for the conduct of assessment activities.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education:

    Bachelor’s degree in Nutrition, Allied Health, Development Studies, Social Science, or other relevant fields. 

  • Work Experience:

    At least 5 years of experience in planning, implementing, and providing technical support for nutrition programs at the subnational level. 

    Demonstrated expertise in subnational health and nutrition program implementation, with strong skills in planning, executing, and monitoring interventions, combined with a thorough understanding of national nutrition policies, strategic frameworks, and guidelines to ensure alignment and effective outcomes. 

    Experienced in coordinating with key government agencies, including DOH, NNC, and PhilHealth, as well as LGUs and health facilities, while managing reporting, monitoring progress, and capturing lessons learned. 

  • Skills: 
    • Technical and operational experience in supporting nutrition programs at the subnational level, including planning, implementation, and field-level program oversight. 
    • Expertise in managing subnational health and nutrition interventions, with strong skills in monitoring, evaluation, and data-informed decision-making, aligned with national nutrition policies, strategic frameworks, and guidelines. 
    • Ability to provide technical guidance, mentoring, and supportive supervision to provincial and municipal health facilities and local government units to enhance service delivery and program quality. 
    • Experience collaborating with subnational government agencies, including DOH regional offices, PhilHealth, and LGUs, to coordinate, monitor, and report on nutrition program implementation. 
    • Skilled in stakeholder coordination, program monitoring, reporting, and knowledge management at the subnational level, ensuring effective tracking of progress and documentation of lessons learned. Strong interpersonal and communication skills to facilitate coordination among DOH units, consultants, and stakeholders, and to translate technical guidance into actionable recommendations. 
  • Language Requirements:
    • Excellent knowledge of written and spoken English and Filipino.

Additional Requirements (optional but advantageous) 

  • Prior experience in supporting and coordinating the implementation of nutrition activities across nutrition governance, supply chain, MIYCF, PIMAM, and NiE programs. 
  • Experience in capacity building, mentoring, and providing technical guidance to government staff or technical teams at the subnational level. 
  • Familiarity with health systems strengthening approaches and national nutrition policy frameworks to ensure alignment and effective program implementation.
