Under the general supervision of the Deputy Division Chief for HR Operations (HROPS) and the Team Lead for PeopleSoft Operations and Dual Systems Administration, the HR Information Systems Analyst provides operational support for HR information systems, including PeopleSoft and Workday The role focuses on transaction processing, data entry, system monitoring, exception handling, and end-user support, following clearly established procedures and controls. The incumbent supports the stability, accuracy, and timeliness of HR data and assists with system maintenance, testing activities, documentation, and user support. This position is well suited for an individual with strong attention to detail, customer service orientation, and interest in HR systems operations. 

 

Major Duties and Responsibilities: 

 

  • Supports HR operations by applying established HR policies, procedures, and operational guidelines to day-to-day transaction processing, exercising sound judgment to identify potential inconsistencies, risks, or exceptions, and escalating case specific issues to appropriate HR colleagues or supervisors as needed.  

  • Receive, review, and process end-user requests related to HR transactions in PeopleSoft and Workday, ensuring requests are complete, accurate, and aligned with documented procedures and service standards.  

  • Perform manual data entry and updates in PeopleSoft and Workday for transactions not supported by automation, validating source documentation to ensure accuracy, completeness, compliance, and data integrity.  

  • Proactively coordinate with HR business units to clarify missing, inconsistent, or unclear information prior to processing transactions, helping to prevent downstream errors and rework.  

  • Monitor and respond to assigned HR systems support requests, troubleshooting routine production issues, resolving defects within defined authority, and escalating more complex or systemic issues in a timely manner to ensure service level expectations are met.  

  • Communicate and coordinate effectively with HRD business units and technology support teams to support issue resolution, system stability, and operational continuity.  

  • Assist with the review, testing, and deployment of PeopleSoft and Workday enhancements, integrations, and functionality releases, following established guidance, controls, and approved test scripts.  

  • Participate in IT and HR systems initiatives by supporting requirements documentation, user acceptance testing, and the preparation of user guides and training materials.  

  • Prepare, update, and maintain documentation related to HR systems support, including standard operating procedures, job aids, and change documentation, ensuring materials remain current and usable.  

  • Coordinate system access requests and updates to user security profiles in accordance with approved access controls, segregation of duties, and confidentiality requirements.  

  • Provide clear and consistent guidance to end users on standard HR systems tasks and procedures.  

  • Continuously look for opportunities to enhance efficiency, accuracy, and user experience by identifying recurring issues, procedural gaps, manual workarounds, or bottlenecks, and proposing ideas for streamlining, automation, or improved use of system functionality to the team lead.  

  • Use approved AI enabled tools to support routine operational work while exercising human judgment, validating outputs, and strictly adhering to data privacy, confidentiality, and ethical use requirements.  

  • Perform other related duties as assigned. 

 

Qualifications  

 

A combination of training and experience equivalent to completion of a secondary school education, supplemented by a minimum of four (4) years of relevant experience, is required.

Bachelor’s degree in management information systems, Mathematics, Computer Science, or related field of study is preferred. 

 

Specialized Skills/Knowledge: 

 

  • Working knowledge of PeopleSoft HCM, including experience supporting HR transactions, queries, and standard reports, with the ability to follow established procedures and identify potential data or processing issues.  

  • Familiarity with Workday HCM and ServiceNow (or similar ticketing systems), with the ability to navigate systems, track requests, and support end-user needs in an operational environment.  

  • Understanding of core HR functional areas, policies, and operational practices, with the ability to apply documented guidance to transaction processing and recognize when issues or exceptions require escalation.  

  • Strong analytical skills and attention to detail, with demonstrated ability to review data, identify discrepancies, assess impacts, and resolve routine issues while exercising sound judgment.  

  • Ability to work effectively in a high-volume, fast paced operational setting, balancing accuracy, timeliness, and customer service across a mix of automated and manual processes.  

  • Demonstrated proficiency with Microsoft tools, particularly Excel (e.g., formulas, pivot tables), for data validation, reconciliation, and operational reporting.  

  • Experience monitoring dashboards, reports, alerts, or automated workflows, with the ability to interpret outputs, identify exceptions, and take appropriate follow-up action.  

  • Familiarity with HR information systems controls, including data security, access management, segregation of duties, and confidentiality requirements when handling sensitive employee information.  

  • Strong communication, customer service, and time management skills, with the ability to collaborate effectively across teams, manage assigned work independently, and communicate clearly with users and stakeholders.  

  • Comfort working alongside automated and AI enabled tools, including reviewing system or AI generated outputs, validating results, identifying anomalies, and escalating concerns when needed.  

  • Demonstrated curiosity and continuous improvement mindset, with the ability to identify recurring issues, manual workarounds, or inefficiencies and suggest opportunities for streamlining, automation, or improved system use.  

  • Ability and willingness to learn and adapt to new technologies, including workflow automation, reporting enhancements, and AI enabled features, applying them responsibly under established guidance and controls. 

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee,  they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
