Project background 

ASEAN-Korea Cooperation for Methane Mitigation (AKCMM) is a 3-year project to help reduce methane emissions in ASEAN countries. Funded by the ASEAN-Korea Cooperation Fund (AKCF), the project provides technical and financial support in the following four outputs: 

  1. Developing enabling policies and institutions, 

  1. Improving the measurement of methane emissions, 

  1. Designing, financing, and implementing methane reduction projects, and 

  1. Promoting regional dialogue and partnership 

The AKCMM project period is from November 2024 to November 2027, with activities at the regional and national level. In Indonesia, the AKCMM project is implemented in cooperation with the Ministry of Environment (MoE), which serves as the ASEAN Working Group for Climate Change Focal Point for Indonesia. Based on the direction of the MoE, municipal solid waste (MSW) has been selected as the priority focus for AKCMM implementation in Indonesia, reflecting its significant contribution to national methane emissions. 

Objectives of the assignment  

The Terms of Reference (ToR) are prepared under Output 2 of the AKCMM project “Improving the measurement of methane emissions”, with a specific focus on the municipal solid waste (MSW). In Indonesia, MSW landfills contributed to 9% of total methane emissions, as the second largest component in the waste sector.  Methane is emitted from landfills as a major component of landfill gas (LFG), which is generated from the anaerobic decomposition of organic waste.  

A study of methane emissions inventory gaps conducted by GGGI has been completed, identifying key limitations in Indonesia’s national GHG inventory, which often relies on global default emissions factors. While some parameters used to estimate LFG emissions – particularly emission factors - are derived from local studies, the number of pilot cities is limited. This practice may not adequately reflect Indonesia's wide geographic and socio-economic diversity, leading to underestimates or overestimates of actual methane emissions in national inventories.  

Based on the findings and recommendations of this gap analysis, GGGI will be assisted by a consulting firm / a research institution to collect empirical data on LFG from selected landfill sites in Indonesia. The data collection process will involve waste sampling and laboratory analysis, with the resulting data contributing to improving the national GHG emissions inventory by providing local emissions factors.   

While the LFG data collection will be conducted by a consulting firm/research institution, GGGI is looking for an individual consultant to preliminarily assess the landfill sites to be sampled

The individual consultant, hereinafter referred to as “Consultant,” shall carry out the following scope of work: 

  1. Preliminary identification of potential landfill sites 

  • Conduct a preliminary review of landfill sites in Indonesia to identify a list of potential candidate sites for methane emission measurement. 

  • Develop an initial list of candidate cities/regencies (up to eight locations), taking into consideration characteristics such as: 

  • city typology (e.g., small city, medium-sized city, metropolitan area); 

  • presence of regional landfill facilities serving multiple municipalities; 

  • geographic representation across Indonesia’s regions; 

  • prior experience working with an international organization or other indications of openness to participate in the proposed LFG measurement campaign 

  • Ensure that the selected candidate locations do not overlap with existing initiatives by other institutions, as detailed in the appendix. 

  • Where required, support an initial assessment of stakeholder capacity and training or capacity-building needs at the eight (8) candidate sites. 

  • If required, initially assess the willingness of the eight (8) candidate locations to participate in the implementation of a pilot methane mitigation project, including Refuse-Derived Fuel (RDF). 

  1. Initial engagement with potential host local governments 

  • Establish communication with local governments responsible for the shortlisted landfill sites (minimum of six locations), including relevant environmental agencies and landfill operators. 

  • Introduce the objectives and expected activities of the planned landfill gas (LFG) measurement campaign, and, if required, the implementation of mitigation actions. 

  • Collect key information on the landfill sites, including landfill classification and disposal method (soil covering, compaction, etc),  landfill size (area, waste volume, and/or design capacity), and historical data on landfill operational (number of waste landfilled, landfill age) 

  • Assess the willingness and readiness of local governments to participate in the LFG measurement activities and identify any required permits or administrative approvals for site access and implementation. 

  • Document feedback from local stakeholders and refine the initial shortlist of six candidate landfill sites to a final selection of four locations  

  1. Coordination with national stakeholders and site confirmation 

  • Coordinate closely with the MoE, particularly: the Directorate of GHG Inventory and MRV (Dir. GHGI MRV); and the Directorate of Waste Management. 

  • Present and discuss the refined shortlist of landfill sites, including input received from local government consultations. 

  • Support obtaining formal written endorsement from the national government and written confirmation from local governments for the selected landfill sites to proceed with the LFG measurement campaign.

Expertise required 

  • Master’s degree in environmental science, environmental engineering, social sciences, communication, public administration, or other relevant studies. 

  • Minimum five years of experience engaging with local government authorities, with a strong professional network and established relationships. 

  • Basic knowledge of climate change, urban climate, and greenhouse gas (GHG) management. 

  • Familiarity with Indonesia’s governance context related to waste management systems or climate initiatives. 

  • Demonstrated ability to facilitate stakeholder consultations and coordination processes. 

  • Experience in obtaining permits, approvals, or formal endorsements from government authorities is highly desirable 

  • Strong communication skills, with the ability to convey technical or policy-related information to diverse audiences. 

  • Fluency in Indonesian and English, both written and spoken.
