Organizational Context and Scope

The United States Refugee Admissions Program (USRAP) operates globally, providing resettlement opportunities to refugees through a network of IOM-managed Resettlement Support Centers (RSCs), movement operations, migration health services, and associated program support functions. IOM Washington provides strategic oversight and direction for all USRAP operations, supporting global partners including the U.S. Department of State’s Bureau of Population, Refugees and Migration (PRM), U.S. Citizenship and Immigration Services (USCIS), the Refugee Processing Center (RPC), and other stakeholders.

In order to ensure compliance and strengthen the integrity of the programme, the USRAP Global Coordination Team in Washington, D.C., organizes regular data collection and monitoring exercises and periodic evaluations of different elements of the programme. 

Under the overall supervision of the Global Programme Coordinator, USRAP, and the direct supervision of the Senior Programme Support Coordinator, USRAP, the Programme Coordinator, USRAP Monitoring and Evaluation, will be responsible and accountable for supporting the Monitoring and Evaluation activities in relation to global USRAP operations. 

Responsibilities

  1. Coordinate the development, refinement, and implementation of monitoring, evaluation, and results‑based management (RBM) frameworks for USRAP programming, alignment with donor requirements, and consistency with IOM’s institutional monitoring and evaluation architecture and the strategic results framework (SRF). 
  2. Develop, maintain, and refine monitoring and evaluation tools, methodologies, and databases, including PRIMA, ensuring that systems remain accurate, up to date, and fit for purpose; lead or support the design and implementation of assessments, surveys, interviews, focus groups, and other M&E tools and activities.
  3. Support Project Managers and the USRAP Global Coordination Team in the development, implementation, and review of M&E plans and tools, ensuring alignment with results matrices and reporting cycles, and promote the consistent and effective use of these tools through guidance, quality assurance, capacity-building activities, and technical support. 
  4. Plan and conduct monitoring missions and real‑time performance assessments through field visits and remote monitoring, ensuring the collection of high‑quality data and the generation of timely analytical insights that inform programme performance, risk mitigation measures, and operational improvements.
  5. Conduct analysis of findings of M&E exercises, preparing and/or reviewing evaluation reports that highlight good practices and lessons learned. Share reports with the supervisor for subsequent dissemination to relevant colleagues, management and partners.
  6. Coordinate with the Resettlement & Movement Management (RMM) unit, the Migration Health Division (MHD), and HQ to harmonize monitoring and evaluation practices, ensure consistent indicator measurement, and maintain comparability of results across global USRAP operations in line with RBM principles and the SRF. 
  7. Work closely with relevant units to provide validated evidence and high-quality inputs for donor and institutional reporting, and with the Risk & Compliance function to track, document, and follow up on corrective actions arising from monitoring, evaluation, and oversight findings, while providing timely updates to the Senior Programme Support Coordinator.
  8. Ensure quality control and timely submission of reports, including donor and institutional reporting products, in line with donor requirements and IOM reporting standards.
  9. Prepare analytical reports, briefs, and monitoring products, including data visualizations, and contribute to technical documents supporting M&E activities.
  10. Uphold RMM Protection Mainstreaming Minimum Standards while carrying out all duties and responsibilities and demonstrate the ability to remain professional, impartial and unbiased during all interactions with migrants and colleagues per the IOM Standards of Conduct and instruction on the prevention of sexual exploitation and abuse (PSEA).  Alert the supervisor or management of any non-compliance to SOPs, RMM Protection Mainstreaming Minimum Standards or IOM Standards of Conduct by IOM personnel or partners. 
  11. Undertake duty travel, as required, to support monitoring missions, evaluations, stakeholder consultations, and capacity‑building activities.
  12. Perform such other duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in Monitoring and Evaluation, Social Sciences, International Relations/Affairs, Research, Law or a related field from an accredited academic institution with five years of relevant professional experience; or, 
  • Bachelor’s degree in the above fields with seven years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Demonstrated professional experience implementing programmatic activities within the United States Refugee Admissions Program (USRAP) is a strong asset;
  • Experience supporting monitoring, evaluation, reporting, or results-based management functions within complex humanitarian, migration or development programs;
  • Experience working with operational data and information systems, including coordination with multiple programmatic pillars and field operations;
  • Experience contributing to the design or implementation of IOM strategic results monitoring frameworks, indicators, performance tracking tools, and evaluation exercises;
  • Experience analysing programmatic data and preparing analytical reports, dashboards, or briefing materials to support program oversight and decision-making; and,
  • Experience supporting programmatic leadership through evidence-based analysis, documentation of lessons learned, and monitoring of program performance trends.
     

Skills

  • Strong monitoring, reporting, writing, and research skills, including supervision of M&E activities and development of monitoring tools; 
  • Excellent data skills: quantitative and qualitative data collection, survey design, assessments, and analysis;
  • Ability to consolidate and analyze information from multiple sources and produce high‑quality reports for donors, partners, and internal stakeholders; 
  • Experience in project monitoring, evaluation, accountability, and learning (MEAL), including documentation of best practices and lessons learned;
  • Knowledge of environmental and social safeguard frameworks (ESCP, ESMF) and ability to monitor compliance across projects;
  • Proven experience in designing and leading surveys, assessments, and research processes;
  • Strong analytical and conceptual skills with experience in project/strategy conceptualization and evaluation;
  • Strong interpersonal and coordination skills, including engagement with UN agencies, government counterparts, and implementing partners;
  • High degree of judgment, initiative, and ability to work independently within assigned areas; and,
  • Excellent communication skills, including preparation of interim, final, and ad‑hoc situation reports.
     

Languages

IOM's official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
