UNDP’s Support to Marine Plastic Litter Reduction and Waste Management

Marine debris remains a major environmental challenge in Indonesia, affecting marine ecosystems, public health, fisheries, tourism, and the broader economy. To address this issue, the Government of Indonesia issued Presidential Regulation No. 83/2018 on the National Action Plan on Marine Debris (RAN PSL), targeting a 70% reduction in marine debris by 2025 through coordinated actions across 22 ministries and agencies under the National Coordination Team on Marine Debris (TKN PSL).

Building on the progress of the National Action Plan and recognizing the need for stronger waste governance beyond 2025, the Government of Indonesia is currently discussing the revision and potential integration of Presidential Regulation No. 83/2018 on Marine Debris Management and Presidential Regulation No. 97/2017 on the National Policy and Strategy for Household Waste Management (Jakstranas). This effort aims to strengthen a more integrated waste management framework that addresses waste reduction, handling, and leakage prevention from source to sea. The national commitment is further reinforced through the National Medium-Term Development Plan (RPJMN) 2025–2029, which targets 100% waste management coverage and zero plastic leakage by 2029.

UNDP Indonesia, through the Marine Plastic Litter Reduction Acceleration Secretariat Project, supports the Government of Indonesia in implementing the National Action Plan on Marine Debris by strengthening coordination under TKN PSL, improving monitoring and reporting systems, and supporting policy development including updated regulatory frameworks for waste management beyond 2025. In addition, UNDP promotes innovative river waste management approaches, recognizing that rivers are a major pathway for land-based waste entering the ocean. These efforts aim to strengthen data systems, enhance stakeholder collaboration, and accelerate progress toward Indonesia’s marine plastic reduction and sustainable waste management targets.
The Solid Waste Management Analyst will have the responsibility:

Duties and Responsibilities

The Solid Waste Management Analyst will report directly to the Project Manager of the Marine Plastic Litter Reduction Acceleration Secretariat Project and work in close coordination with relevant government counterparts, implementing partners, and key stakeholders at national and sub-national levels.

The incumbent will work closely with the UNDP Country Office (CO) programme and operations teams to ensure technical quality assurance, compliance with UNDP rules and regulations, and effective delivery of project outputs. The incumbent will provide technical inputs to project planning, implementation, monitoring, and reporting processes, ensuring alignment with project objectives and applicable environmental and social safeguards.

To provide technical design and strategic guidance for integrated waste management interventions, focusing on the achievement of the following results:

  • Development, review, and refinement of the strategies for waste reduction, collection, segregation, recycling, treatment, and final disposal in alignment with Indonesia’s National Waste Management Policy, the Circular Economy Roadmap, and project objectives.
  • Provision of the technical recommendations to enhance efficiency, cost-effectiveness, environmental sustainability, and climate benefits of waste management systems at community and municipal levels.
  • Provision of the technical advisory support on environmentally sound treatment options, including composting, material recovery facilities (MRFs), refuse-derived fuel (RDF), and waste-to-energy (WtE) solutions, ensuring technical feasibility, financial viability, and regulatory compliance.
  • Effective support to the development of technical guidelines and standard operating procedures (SOPs) for segregation, recycling, residual waste treatment, landfill management, and WtE operations implemented under the project.
  • Ensuring that all technical designs and interventions comply with UNDP Social and Environmental Standards (SES) and relevant national regulations.

To design and implement the capacity building programme for project partners and stakeholders, focusing on the achievement of the following results:

  • Development of the technical training modules for multi-stakeholder, including waste workers, and informal sector actors on integrated solid waste management, recycling technologies, Waste to Energy (WtE) concepts, and Gender Equality, Disability and Social Inclusion (GEDSI) principles.
  • Provision on-the-job mentoring and technical coaching to enhance institutional and operational capacity for sustainable and inclusive waste management practices.
  • Promoting gender-responsive, inclusive, and safe working environments across project-supported activities.
  • Ensuring that capacity-building initiatives contribute to local ownership, institutional strengthening, and long-term sustainability of interventions.

To support innovation, piloting, and technical oversight of project implementation, focusing on the achievement of the following results:

  • Identification potential innovation approach and design the piloting of innovative practices or technologies that reduce plastic leakage, improve resource recovery, and strengthen circular economy outcomes, including climate-friendly treatment options.
  • Provision of technical oversight and quality assurance during implementation to ensure consistency with project standards, environmental safeguards, and expected results.

Support knowledge generation, lesson learning, documentation, and reporting, focusing on the achievement of the following results:

  • Consolidate field findings, technical progress, and recommendations into periodic progress reports and a final technical report for UNDP and project partners.
  • Capture and document lessons learned and good practices during project implementation to inform ongoing and future initiatives.
  • Contribute to the preparation of knowledge products, such as technical briefs, case studies, and presentations on waste management and circular economy practices.
  • Support advocacy, communication, and outreach efforts to raise awareness of project results, innovations, and impacts.
  • Facilitate and organize training sessions and capacity-building activities for project staff and partners to strengthen technical and operational competencies.
  • Participate in meetings, workshops, and communities of practice to share insights and strengthen collaboration across stakeholders.
  • Ensure all documentation and reporting highlight environmental, social, and gender outcomes in line with project priorities.
  • Perform any other duties related to project monitoring, evaluation, and knowledge management as required.
  • Effective contribution to learning and knowledge sharing in gender analysis and gender mainstreaming.

Required Skills and Experience

Education:

  • Advanced university degree (Master's degree or equivalent) in field of environmental management, waste management, engineering (e.g., chemical, civil, or mechanical engineering), or other relevant fields is required.
  • A first-level university degree (Bachelor’s degree) in the above fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree

Experience:

  • Minimum of 2 years (with Master’s Degree) or 4 years (with Bachelor’s Degree) of relevant experience at the national or international level in the field of waste management and sustainability, waste management, recycling, circular economy initiatives or relevant field

Required Skills:

  • Experience and solid ability to work with a multidisciplinary and multicultural team
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages

Desired Skills:

  • Experience in project management, understands/ familiar with the project based workplan/ providing project advisory services/ monitoring or evaluation
  • Demonstrated experience in integrated solid waste management projects, including recycling systems, circular economy approaches, or environmentally sound waste treatment solutions (e.g., composting, material recovery facilities (MRFs), refuse-derived fuel (RDF), or waste-to-energy solutions).
  • Experience in coordinating with national and sub-national government institutions, line ministries, cross-ministerial bodies, and development partners in policy implementation and project delivery.
  • Proven ability to effectively engage with multi-stakeholder groups, including government institutions, private sector actors, and local communities, in supporting the implementation of inclusive waste management systems.
  • Experience working with UNDP, other UN agencies, international organizations, or major donor-funded programmes

Required Languages:

  • Fluency in English and Indonesian is required.
