Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Economic Recovery Team Leader.   

About the job 

The Economic Recovery Team Leader is responsible for the strategic leadership, planning, coordination, and oversight of DRC’s Economic Recovery (EcRec) portfolio in Libya. The role ensures the technical quality, effective implementation, and continuous development of economic recovery interventions, including livelihoods, capacity building, emergency preparedness and income-generating activities. 

The Team Leader provides technical supervision to the EcRec team and leads the sector’s strategic positioning, while ensuring compliance with organizational procedures, SOPs, and donor requirements. The role works closely with internal departments and external partners to ensure integrated, high-quality, and accountable program delivery. 

Your main duties and responsibilities will be: 

Programming 

  • Uphold and ensure adherence to professional standards related to Economic Recovery programming.  
  • Lead the strategic development and positioning of the Economic Recovery (EcRec) sector in Libya, in coordination with the Technical Coordinator.  
  • Oversee the design, implementation, and quality assurance of Economic Recovery activities, including livelihoods, capacity building, and income-generating interventions.  
  •  Lead and oversee assessments and analysis (e.g., labor market and capacity assessments) and ensure findings inform program design.  
  • Lead and oversee the organization of program events (e.g., job fairs), including stakeholder engagement, planning, logistics, and reporting. 
  • Supervise Economic Recovery interventions, including grants, vocational training, mentoring, and capacity building.  
  • Oversee beneficiary selection processes and ensure transparency and compliance with criteria.  
  •  Oversee delivery of grants, including business plan review, mentoring, and follow-up. 
  • Ensure effective coordination with authorities and stakeholders for outreach and program implementation.  
  • Promote inter-sectoral integration and coordination across departments.  
  • Oversee financial planning and budget utilization in coordination with the Program Manager.  
  • Supervise and coordinate the work of Economic Recovery Officers and Assistants.  
  • Oversee and coordinate with support departments for procurement and implementation. 
  • Ensure compliance with SOPs, donor requirements, and data protection standards.  
  • Represent the sector in coordination forums and stakeholder engagements.  
  •  Lead capacity development initiatives, including trainings and workshops.  
  • Ensure alignment with Country Office technical guidance and strategic priorities. 

Reporting 

  • Ensure the quality and accuracy of all activity reports.  
  • Contribute to the development and ensure the quality of the Economic Recovery (ECREC) components of donor reports.  
  • Provide weekly and monthly reports to the Economic Recovery Program Manager, including accurate updates on progress, challenges, and upcoming activities.  
  • Ensure all Economic Recovery trackers are regularly updated. 

Representation 

  • Develop and strengthen relationships with local and national partners, as well as communities, to maintain trust in DRC’s professional standards and quality of work.  
  • Establish and maintain partnerships with national and international NGOs, government entities, and other relevant institutions.  
  • Ensure effective communication and information sharing on DRC projects with partners and stakeholders.  
  • Ensure DRC’s active participation in national sectoral coordination mechanisms and technical platforms. 

Operations 

  •  Contribute to the effective implementation of all operational support activities, including administration, finance, and logistics, to ensure smooth project implementation.  
  •  In all matters, comply with internal directives and policies as communicated by the Manager and/or relevant support departments. 

Other 

  •  Conduct other tasks as requested by the line manager for the effective implementation of DRC’s project, including translation, support to capacity-building activities and other duties. 

About you 

To be successful in this role we expect you to 4 years’ experience in the field of social work, humanitarian intervention, community development, or any other relevant field is desirable 

Moreover, we also expect the following:  

  • Previous professional experience economic recovery programs. 
  • Previous experience working with Civil Society Organizations (CSOs), INGOs, UN Agencies and local communities is desirable 
  • High-level of computer literacy 
  • Strong organizational and time management skills; 
  • Strong interpersonal skills and ability to maintain good communication channels with relevant stakeholders 
  • Strong analytical and problem-solving skills
