The national consultant has to support the work on mainstreaming disability inclusion in the prevention and combating GBV and protecting women and girls with disabilities against violence, in empowering women and girls with disabilities in the efforts of combating GBV and enhancing the capacities of relevant stakeholder on how to support women and girls with disabilities.

Duties and Responsibilities

Under the present Terms of Reference and guided by the international standards on human rights and rights of persons with disabilities, under the overall guidance of the Head of UN Human Rights and under the supervision of a Human Rights Officer and in strong cooperation with the GBV consultant, the incumbent will undertake the following tasks, organized per outcomes of the project: Outcome1: 1. Develop a practical and applicable methodology for integrating a human rights and disability inclusion perspective into operational manuals of seven selected services , with a strong focus on: individualized and beneficiary-centered approach; non-discrimination and equal access; accessibility standards for persons with different types of disabilities, including intellectual and psycho-social disabilities. The methodology shall include clear tools, criteria, and step-by-step guidance for service providers. 2. Formulate concrete, actionable proposals and content to be directly integrated into each of the seven operational manuals, including: minimum accessibility standards (physical, informational, communication, and procedural); specific provisions for identification, referral, and support of women with disabilities; tailored procedures for ensuring safe and inclusive service delivery and efficient communication with women with disabilities, including women with intellectual and/or psycho-social disabilities; practical checklists and protocols for frontline specialists; risk assessment elements related to vulnerability of women with disabilities; measures ensuring reasonable accommodation in service provision. Each proposal shall be adapted to the specificity of each service and presented in a format ready for direct inclusion in the manuals. 3. Review and contribute to the draft operational manuals by integrating the developed proposals (point 1 and 2) into the content of the seven manuals; ensuring consistency with human rights standards and disability inclusion principles; providing written inputs and revisions for each manual. 4. Review operational procedures for women’s service delivery provided in the shelter/women’s support organisations from the left bank of Dniester/ Nistru River and formulate actionable proposals and content on accessibility standards and tailored procedures for inclusive service delivery to be directly integrated into organisation’s internal procedures. 5. Participate to meetings and consultations, support the validation of the operational manuals and support the adjustment of the manuals based on the consultations. 6. Support in mainstreaming disability inclusion in relevant regulations and standards of activities in the area of prevention, identification, referral, assistance and protection in case of violence against women and domestic violence, in instruments for identification of risks of violence and other relevant documents and providing practical guidelines for their implementation. Outcome 2: 1. Training needs assessment for the staff of shelters and service providers for victims/survivors of violence on the needs for enhanced capacities to work with women with disabilities conducted and training programme/curricula developed. 2. Training programme on working with women and girls with disabilities (support materials and presentations) developed and delivered to the staff of shelters and service providers for victims/survivors of domestic violence and GBV from both banks of Dniester/ Nistru River. 3. Conduct coaching sessions to the specialists of shelters and GBV service providers on working with women and girls with disabilities. 4. Training programme and materials for the multidisciplinary teams “Multidisciplinary approach of violence against women and domestic violence” reviewed from the disability inclusion perspective and proposals for improvement developed and integrated. 5. Conduct training for members of multidisciplinary teams. Outcome 3: 1. Support in creation and empowerment of a network of 40 women with disabilities, including refugees and community leaders in the area of GBV, advocacy, policy making and prevention of violence provided are trained in advocacy, prevention, and policy-making, and in becoming community educators/ambassadors. 2. Support the 40 women with disabilities, including refugees and community leaders to conduct awareness raising on prevention and combating of GBV for up to 1000 peers. 3. Support in development of awareness raising materials on prevention, identification, and combating violence against women and domestic violence accessible for women and girls with disabilities.

Qualifications/special skills

First degree in human rights, education, social work, psychology, international relations, or other relevant fields. • At least 3 years of experience in disability inclusion, social work, promoting the right of persons with disabilities, inclusive service delivery or technical advisory/consultancy roles in the respective fields. • Proven expertise in the field of human rights and inclusion of persons with disabilities. • Experience working with the Ministry of Labor and Social Protection and social services providers is considered an asset. • Strong skills in designing and delivering effective training sessions. • Knowledge of area of violence and gender based violence and protection system is an asset.

Languages

Fluency in Romanian. Working knowledge of Russian and English is an asset.
