Background

SOS Children’s Villages International is seeking an experienced external evaluator (individual or team) to conduct a comprehensive, independent evaluation of its Humanitarian Response Programme in the State of Palestine (Gaza and the West Bank).

Since October 2023, the programme has delivered large-scale, multi-sector humanitarian assistance, reaching over 72,000 children and caregivers, with projections of up to 100,000 by the end of 2026. Interventions include child protection, cash and voucher assistance (CVA), mental health and psychosocial support (MHPSS), shelter, and education in emergencies.

Purpose of the assignment

The evaluation will provide an objective, evidence-based assessment of programme performance across all sectors and operational systems. It will generate structured learning on relevance, effectiveness, efficiency, impact, and accountability, and develop forward-looking, practical options for scaling up humanitarian response in Gaza and the West Bank.

The assignment will deliver:

  • A comprehensive retrospective review of the programme since October 2023
  • An analysis of programmatic, operational, financial, and governance dimensions
  • Concrete, risk-informed scenarios and recommendations for scale-up

Methodology and modality

The evaluation will adopt a mixed-methods approach, including desk review, key informant interviews, and participatory data collection. It will be conducted in a hybrid modality, combining remote work with in-person data collection.

The assignment is hybrid, including fieldwork in the West Bank; access to Gaza as access permits.

The evaluation will be guided by OECD-DAC criteria and recognised humanitarian standards, including ALNAP and the Core Humanitarian Standard (CHS).

Duration:June – September 2026

Required profile

  • Advanced degree in a relevant field
  • Minimum 5 years of experience evaluating complex humanitarian and/or development programmes
  • Strong expertise in protection and child-focused programming
  • Demonstrated experience in fragile or conflict-affected contexts
  • Proven experience with mixed-methods evaluation and high-quality analytical reporting
  • Fluency in English and Arabic
