Project Context and Scope: 

IOM Ukraine has been at the forefront of the humanitarian response since the onset of the crisis, continuously expanding the scope and scale of its operations across the country. Its portfolio currently spans Housing, Shelter and Non‑Food Items (NFI); Water, Sanitation and Hygiene (WASH); Multipurpose Cash Assistance (MPCA); Migration and Sustainable Development; Livelihoods and Emergency Health; Mental Health and Psychosocial Support (MHPSS); Transitional and Recovery initiatives; and Protection programming, among others.
Within this broad operational context, the Data Collection Consultant will support the implementation of monitoring activities across the full IOM Ukraine programme portfolio. The assignment includes conducting remote and in‑person data collection.

Responsibilities

Tangible and measurable outputs of the work assignment: 

  • Conduct data collection (surveys, key informant interviews, focus group discussions) through phone or in the field, as assigned by the National M&E Support Officer.

  • Entry the collected information date into the given data entry template or through the assigned mobile application. 

  • Ensure the quality of the information collected by systematically verifying and correcting questionnaire/form at the end of the interview/registration. 

  • Provide daily updates on progress and challenges faced on the field to the supervisor. 

  • Ensure IOM’s Data Protection and Sexual Exploitation and Abuse Principles are adhered throughout the data collection activities.

  • Attend regular data collection coordination meetings (remotely or in-person), providing information of interactions with key informants as well as updates from areas of operation

  • Perform such other duties as may be assigned.

    Performance indicators for the evaluation of results:

  • Fully complete and submit each survey assigned by the National M&E Support Officer within the timeframe provided, ensuring the highest possible data quality and adherence to the data collection guidelines provided by IOM.

  • Attend regular data collection coordination meetings (remotely or in-person), providing information of interactions with key informants as well as updates from areas of operation.

  • Implement fully the principles of ethical data collection among vulnerable respondents and humanitarian data protection principles according to IOM guidelines and instructions.

  • Attend and complete all required trainings related to the position.

  • Report on the number of surveys submitted on a monthly basis, and ensure it is checked and verified by the National M&E Support Officer. 

  • Assessment of data quality and professionalism in interactions with key informants to be conducted at regular intervals during the period of the consultancy by the National M&E Support Officer.

Qualifications

Required Qualifications and Experience

  • High school diploma/certificate with two years of relevant work experience  or Bachelor’s Degree with at least one years of responsible work experience (degree in social sciences, law, or international relations/development would be an advantage). 

  • Experience of working with governmental authorities, local or international NGOs or UN agencies is an advantage.

  • Familiarity with conducting assessments and engaging with communities to understand their needs. 

  • Knowledge and understanding of the context and issues related to the emergency response in Ukraine would be an asset.

  • Fluency in Ukrainian is mandatory. Russian is desirable. Intermediate or higher level of English will be an advantage.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
